The City of Torrance is recruiting for a Senior Business Manager to be part of the General ServicesTeam! The Department The mission of the General Services Department is to provide quality services that support City departments in a manner which enable them to carry-out their community missions; to provide these services in a cost-effective and efficient manner which best serves the operational needs of City departments and the community. Responsibilities of the General Services Department include: Airport Administration, Building Maintenance, Central Services, Cultural Arts Center Administration, Custodial, Fleet Services, Graffiti Abatement Program and HVAC /Electrical. The Position Under direction of the department Administrative Services Manager, the Senior Business Manager for Capital Projects is responsible for the financial, procurement, and administrative oversight of the City's capital improvement program. This position ensures that capital projects are properly funded, contractually sound, and aligned with City policies and grant requirements, while supporting project teams with strategic guidance, risk management, and executive-level reporting. The Senior Business Manager ensures compliance with grant requirements; manages procurement strategy for capital projects; oversees professional service agreements and construction contracts; works closely with project managers and various stakeholders to align project scope, schedules, and funding; prepares staff reports, council agenda items, and executive briefings related to capital expenditures and contracts; provides mentorship and guidance to staff on financial management and contract compliance; and performs related duties as required. For more information about the duties of the position, QUALIFICATION GUIDELINES Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the necessary knowledge and abilities is: Bachelor's degree in Business or Public Administration or a related field; and Four (4) years of progressively responsible administrative or analytical experience. (At least one (1) year of supervisory or lead experience of a major program area.) Ideal Candidate Successful candidates will possess the following: Demonstrated expertise in capital program finance with the ability to manage multi-year projects and contracts; Strong understanding of public sector procurement and contracting, including RFQs/RFPs, design-build delivery, and best-value selection processes; Ability to bridge technical and business functions, translating project delivery needs into sound financial and contractual decisions; High level of organizational and program-oversight skill, maintaining consistency and accuracy across multiple concurrent capital projects; Comprehensive understanding of regulatory compliance in order to ensure projects align with City policies, Council direction, and grant requirements; Strong interpersonal and communication skills, capable of producing clear staff reports, Council items, and briefings that withstand public and audit scrutiny; Collaborative leadership style with a strong ability to work effectively with various stakeholders; and Strategic, forward-thinking mindset with a clear focus on long-term capital planning, funding sustainability, and continuous process improvement.
