WHO WE ARE:The Texas Workforce Commission (TWC) is seeking a Program Specialist III-V in the Budget and Fiscal Policy Department which is located at 101 E. 15th Street, Austin, TX.TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.WHO YOU ARE:The ideal candidate will share our department's vision of helping the agency management achieve the efficient use of financial resources and promote highly effective financial management controls.WHAT YOU WILL DO:The Program Specialist III-V performs complex to highly complex (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. Works under general to limited supervision, with moderate latitude for the use of initiative and independent judgment.YOU WILL BE TRUSTED TO:- Develop and maintain written policy guidance letters and grant compliance manuals and guides; contribute to the development of contracts, grant awards, and competitive grant solicitations; analyze legislation; and participate in specialized research projects.- Coordinate and assist at the TWC Financial Conference and other agency trainings and events on fiscal technical and procurement topics.- Provide intermediate level consultative services and financial grant compliance guidance and determinations to entities that receive grant awards administered by TWC and to TWC employees.- Use accounting principles, laws, regulations, rules, published guidance, the terms and conditions of grant awards and contracts, and other resources to develop solutions for questions and problems involving administrative requirements, cost principles, and audit requirements governing grant funds.- Work with multiple federal and state-funded employment training and employment support programs including, but not limited to: Adult Education and Family Literacy Act, Apprenticeship, Child Care and Development Fund, Self Sufficiency Fund, Skills Development Fund, Supplemental Nutrition and Assistance Program, Temporary Assistance for Needy Families, Trade Adjustment Assistance, Wagner-Peyser Act, and Workforce Innovation and Opportunity Act.- Communicate with other state agencies, Local Workforce Development Board staff, school districts, institutions of higher education, non-profit organizations, and other entities.- Perform other duties as assigned.YOU ARE A GREAT FIT WITH:- Knowledge of accounting principles, the referenced programs, Office of Management and Budgets Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 C.F.R. Part 200), the Texas Uniform Grant Management Standards, and TWCs Financial Manual for Grants and Contracts.- Experience with public procurement and interacting with large, diverse groups.- Professionalism, attention to detail, and strong customer service and written and oral communication skills.- Ability to manage multiple tasks and shifting priorities with frequent interruptions.- Ability to work independently and in a team environment.- Proficiency in Microsoft Office.YOU QUALIFY WITH:- Program Specialist III: One year and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.-Program Specialist IV: Two years of full-time experience in the development, implementation, or interpretation of policies and procedures in apublic or private agency.-Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.YOU GAIN:- A Family riendly Certified Workplace.- Competitive starting salary: $5,000.00 - $6,250.00/month- Defined Retirement Benefit Plan- Optional 401(k) and 457 accounts- Medical Insurance- Paid time off, including time for vacation, sick and family care leave- Additional benefits for active employees can be found at your military skills to qualify for this position or other jobs Go to to translate your military work experience and training courses into civilian job terms, qualifications and skill sets.
