HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adamsu2019 comprehensive housing framework. To support this important work, the administration has committed over $7 billion in new capital funding and invested approximately $22 billion in housing across the 10-year capital plan the largest in the cityu2019s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York Cityu2019s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. Your Team Situated within the Office of Finance & Administration, the Division of Budget manages the agencyu2019s $1.5 billion operating budget, which is comprised of 15 funding sources from city, state, federal, and other categorical sources. The divisionu2019s staff advise and support HPDu2019s program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost savings initiatives, financial analysis, and program development. Your Impact As an Operations Analyst you will play a key role in supporting the Division of Budget by collaborating with colleagues and agency stakeholders to ensure efficient planning, analysis and execution of budgetary processes. The ideal candidate is a self-starter with strong analytical, communication, and organizational skills who thrives in a collaborative setting while also working independently. Your Role & Responsibilities Under the supervision of the Director of Operations, with some latitude for the exercise of independent judgment, your responsibilities will include: - Managing a portfolio of existing and new projects in the Operations Unit. Contributing to the development of the division's strategic plan by identifying specific goals, stakeholders, and milestones; outlining tasks necessary to execute the plan; and continually monitoring its implementation. - Conduct detailed financial analyses of federal, state, and city council bills and proposals to determine their implications for HPD. . Assess potential new fees and any required updates or revisions to User Cost Analysis (UCAs) in collaboration with different offices and programs across the agency. Ensure compliance with all relevant guidelines and policies during the submission process. . Assist with the Tax Lien Sale process by working with the Department of Finance, Department of Environ-mental Protection, OMB and HPD stakeholders to manage discretionary and other pulls. - Working with the divisionu2019s operations research analyst to collect and analyze data across various programs, and identify trends, patterns, and opportunities for improvement. - Continuously evaluate and enhance project management processes within the division, identifying opportunities for increased efficiency; implement best practices; and contribute to the development of standardized project management frameworks. Preferred Skills - Ability to simultaneously manage multiple projects with various deadlines. - Critical thinking and analytical skills - Excellent interpersonal and communication skills (both oral and written) - Strong fluency with Microsoft Office 365 (especially Excel and Word) and willingness to learn new applications - Interest in affordable housing policy issues - Knowledge of budgeting practices and the cityu2019s Financial Management System (FMS) COMMUNITY COORDINATOR - 56058 Qualifications 1.
