Who We Are:The Texas Workforce Commission - Vocational Rehabilitation Division (TWC-VRD) is seeking a Program Specialist VII for Process Improvement and Systems Transformation to join the Strategic Alignment and Program Improvement (ALIGN) Department's Vocational Rehabilitation Quality Assurance and Program Improvement Department team. This position is located at 1117 Trinity Street, Austin, Texas.TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.Who you are:You are a data-driven problem solver with excellent communication, training, and leadership skills, able to motivate teams, facilitate collaboration, and coach individuals through process improvement and systems transformation projects. You are adept at process mapping, at identifying process constraints, facilitating root cause analysis, and communicating complex data to various audiences, including executive leadership. You are committed to achieving measurable results, improving program performance, and adapting to a dynamic environment, all while inspiring others to embrace process improvement and systems transformation. You can consult, guide, and coach a team through a process improvement or systems transformation project. You have successfully managed multiple projects in various stages of completion and have used electronic tools to keep your project and team members on track. You have demonstrated accountability and responsibility for leading process improvement projects through a project life cycle.What You Will Do:The Program Specialist for Process Improvement and Systems Transformation will lead teams through process improvement and systems transformation projects. You will work with internal stakeholders to develop a project charter and assist the team with achieving clarity about the goal and objective of the project. You will coach teams to create a project plan to gauge progress and keep the team on track. You will use software to create current and future state process maps and will facilitate systems transformation by assisting teams with identifying constraints and opportunities to reduce waste or to innovate. You will also guide teams in developing measures and metrics to gauge the impact of improved processes. You will also coach teams in creating written and oral presentations for various stakeholder audiences. You will perform highly advanced (senior-level) consultative services and technical assistance work and work under minimal supervision, with extensive latitude for the use of initiative and independent judgmentYou Will be Trusted To:-Effectively analyze complex processes for improvement, identify and implement process improvements and systems transformation that result in efficiency and quality using standard process improvement tools and techniques.-Effectively manage assigned process improvement and system transformation projects, adhering to timelines and budget. Achieve project goals and objectives through effective planning, execution and monitoring.-Contribute to fostering a culture of process improvement within the Vocational Rehabilitation Division, leading to increased engagement and innovation.-Accurately measure and report on the results of process improvement initiatives through the development of insightful and actionable reports that demonstrate the impact of improvement initiatives. Track metrics to monitor progress and identify areas of improvement.-Collaborate effectively with stakeholders across the organization as well as public stakeholders and actively participate in discussions contributing to solutions for process improvement.-Perform related duties as needed.Preferred Qualifications:-Proven track record of success in the areas of process improvement, systems tra sformation, and project management.-Experience applying Lean, Six Sigma and/or Theory of Constraints methodologies and have successfully used them to improve business processes and systems.-Strong interpersonal abilities that cultivate the Vocational Rehabilitation Division's value of process improvement.-Experience in collecting, analyzing, and interpreting data to identify trends, patterns and opportunities for improvement.-Experience with successfully facilitating work groups through process mapping, problem-solving and consensus building.-Experience with developing project plans, establishing goals and objectives to address areas of improvement.-Ability to communicate effectively using written, verbal, and visual means, including creation and delivery of presentations.-Two or more years of working in the field of Vocational Rehabilitation.Minimum Qualifications:-Four years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.-Relevant academic credits may be applied toward experience qualifications for this position.YOU GAIN:- A Family Friendly Certified Workplace.- Competitive starting salary: $5,797.67-$8,580.63/month- Defined Retirement Benefit Plan- Optional 401(k) and 457 accounts- Medical Insurance- Paid time off, including time for vacation, sick and family care leave- Additional benefits for active employees can be found at your military skills to qualify for this position or other jobs Go to to translate your military work experience and training courses into civilian job terms, qualifications, and skill sets.
