This role ensures that all subcontracted work meets project specifications, budget requirements, and company & industry quality expectations.ESSENTIAL FUNCTIONSRecruit, vet and onboard qualified subcontractors.Manage the competitive bidding process adhering to requirements specified by grants in areas where applicable. Review and analyze submitted proposals. Negotiate and award contracts with executive approval.Ensure all subcontractors provide and maintainrequired documentation including agreements, insurance requirements, licenses, etc.Create detailed scopes of work with clearly defined deliverables, timelines, quality expectations, and project specifications.Create and manage a process to document and track changes when necessary.Conduct thorough inspections of completed and in-progress construction projects to ensure compliance with quality standards and industry regulations.Verify adherence to project specifications, scope of work, design plans, and contractual requirements.Identify and document any deviations, violations, or defects requiring rework and communicate findings to subcontractors and project managers.Maintain detailed records of inspections, findings, and corrective actions taken.Collaborate with subcontractors to address and resolve issues in a timely manner.Act as the primary liaison between DFN and city and government agents to review planned work and resolve any issues that arise related to quality and compliance.Provide regular reports and updates to project managers and senior leadership related to contracted work.Stay current with industry best practices, standards, and regulations related to telecommunications construction.Ensure that all industry safety guidelines are followed in accordance with government and grant requirements.This job description covers the most crucialkey and supplemental duties performed in the position, but does not include other occasional work, which may be similar, related to, or a logical assignment for the position.Other projects will be assigned as needed.QUALIFICATIONSBachelors degree in construction management or related field required.Certification in project management preferred.Minimum of 4-7 years of experience in utilities/telecommunications construction.Previous experience in a management or quality assurance role strongly preferred.Strong knowledge of telecommunications construction standards, practices, and regulations.Excellent attention to detail and strong analytical skills.Effective communication and interpersonal skills, with the ability to collaborate with diverse teams.Ability to work independently and manage multiple inspections and projects concurrently.Strong problem-solving skills and the ability to make sound decisions under pressure.Valid drivers license with a clean driving record and the ability to travel to various project sites as required.Proficiency in using inspection tools and software.Ability to learn new software and applications specific to the industry and position.Positive attitude and strong work ethic as this is a high productivity position with a large degree of autonomy.Professional appearance and customer service oriented.Ability to exercise good judgement, courtesy, patience and tact in public contact and problem resolution.Able to meet physical demands with reasonable accommodations if necessary.DFN is a drug free workplace.
