We have a client seeking an IT Project Cost Controls Analyst (contract). This person is responsible for managing and analyzing the financial performance of information technology projects across the full delivery lifecycle. This role partners closely with IT Project Managers, Product Owners, Finance, Procurement, and the PMO to ensure IT initiatives are delivered within approved budgets, accurately forecasted, and aligned with financial governance standards. The ideal candidate has strong financial acumen combined with hands-on experience supporting IT delivery models, including Agile, Waterfall, and hybrid environments. This person is an embedded technology specialist working directly within Trading & Supply teams to accelerate delivery of digital, automation, and AI solutions.Details:Start Date: ASAPLocation: Houston, TXWork type: Onsite 5 days/weekStatus: Contract Rate: W2 and TBD (No C2C)Job Responsibilities:Develop and maintain detailed cost plans for IT projects, including labor, software licenses, hardware, cloud services, and vendor costs; monitor run-rate and burn-rateTrack actual project spend against approved budgets and forecastsPrepare and maintain Estimate at Completion (EAC) and IT portfolio forecastsPerform monthly and quarterly variance analysis (budget vs. actuals vs. forecast) with clear root-cause explanationsAssess financial impacts of scope changes, change requests, and rebaselining activitiesPartner with Project Managers and Scrum Masters to ensure financial visibility aligns with delivery plansReview, validate, and process vendor invoices, statements of work (SOWs), and purchase ordersTrack vendor commitments and ensure costs align with contractual termsSupport IT procurement activities related to software, SaaS, cloud services, and consulting engagementsEnsure compliance with IT financial controls, accounting standards, and internal governance policiesSupport audits by providing accurate documentation and financial traceabilityAssist with project closeout activities, including final cost reconciliation and lessons learnedRequired Qualifications:Bachelor's degree in Accounting, Finance, Business, or a related field3-6 years of experience in project cost control, financial analysis, or IT project controlsStrong analytical skills with high attention to detailStrong proficiency in Microsoft Excel (advanced formulas, pivot tables, financial models)Clear and effective written and verbal communication skillsSolid understanding of IT cost structures, including Internal labor and contractor costs, software licensing and SaaS subscriptions, and Cloud and infrastructure expensesPreferred Qualifications:SAP and IBM Cognos TM1 experience Familiarity with IT portfolio management and demand management processesExperience working within a PMO or IT Finance organization
