This is a hands-on, highly autonomous consulting engagement suited for a senior human resources professional with strong public-sector and labor relations experience. The consultant will operate as a trusted advisor to city leadership, ensuring continuity of human resources operations, compliance, and strategic guidance throughout the transition period.Job DescriptionThe Human Resources Consultant will provide comprehensive oversight and execution of all major human resources and labor relations functions within a municipal environment. This role supports a full-service human resources operation and collaborates closely with executive leadership and departmental management.Key Responsibilities IncludeProvide day-to-day leadership and operational oversight of human resources functions during leadership transitionPartner with the current Human Resources Director to ensure knowledge transfer and continuity of servicesSupport onboarding and initial transition of the newly hired Human Resources DirectorLead or oversee recruitment and selection activities, including job postings, applicant screening, interviews, testing, and hiring documentationInterpret, administer, and recommend updates to Human Resources policies and procedures in alignment with evolving public-sector regulationsAdvise leadership and departments on employee relations matters, investigations, disciplinary actions, and performance managementServe in a lead or advisory capacity for labor relations activities, including contract interpretation, negotiations, grievances, mediations, and arbitrationsEnsure compliance with federal, state, and local employment laws, including pay equity, benefits continuation, FMLA/PFML, ADA, and workers' compensationOversee benefits administration, insurance renewals, open enrollment, and vendor coordinationProvide guidance on job classification, compensation analysis, wage and benefits surveys, and succession planningSupport equity, inclusion, and organizational culture initiatives across departmentsPrepare HR-related reports, council materials, and leadership presentations as neededMaintain confidentiality and exercise sound judgment while working independently with wide latitude for decision-makingQualificationsRequired QualificationsBachelor's degree in Human Resources, Management, Public Administration, Business Administration, Labor or Industrial Relations, Organizational Development, or a closely related fieldMinimum seven (7) years of progressively responsible professional HR experience, including staffing, employee relations, compensation, benefits, performance management, and complianceDemonstrated knowledge of public-sector HR practices, employment law, and labor relationsAbility to manage complex and sensitive matters with discretion, diplomacy, and sound judgmentStrong written and verbal communication skills, including the ability to present to leadership and public bodiesPreferred QualificationsMaster's degree in a related fieldPrior experience in municipal or public-sector human resourcesLabor relations and collective bargaining experienceBenefits administration and insurance renewal experienceFive (5) or more years of supervisory experienceProfessional HR certifications such as IPMA-CP/IPMA-CS, SPHR, PHR, CLRP, CEBS, or equivalent courseworkBenefitsDahl Consulting is proud to offer a comprehensive benefits package to eligible employees that will allow you to choose the best coverage to meet your family's needs.
