This role sits at the center of an active, well-funded capture effort targeting a mission-critical digital services program that supports the ACA Marketplace eligibility appeals process, directly impacting millions of Americans across all 50 states.This is a ground-floor capture engagement with strong executive support, a known incumbent, and a defined recompete window. The right candidate will own the strategy and shape the win.ROLE OVERVIEWThe Capture Manager will drive all aspects of opportunity pursuit from identification through proposal submission. You will build and execute the capture plan, lead customer engagement, develop win themes and discriminators, and orchestrate teaming strategy to position for a competitive win against an entrenched incumbent.KEY RESPONSIBILITIESDevelop and execute a comprehensive capture plan aligned to the recompete timeline, customer priorities, and competitive landscapeLead customer engagement with CMS stakeholders including the Office of Hearing and Inquiries (OHI), Marketplace Appeals Group (MAG), and CMS ClientConduct competitive analysis including incumbent assessment, SWOT, price-to-win modeling, and discriminator developmentBuild and manage teaming strategy, identify, qualify, and negotiate with subcontractors and teaming partners with relevant past performanceTranslate capture intelligence into proposal-ready win themes, solution concepts, and staffing approachesCollaborate with technical leads, pricing, and proposal teams to develop a compelling, compliant responseMaintain opportunity pipeline tracking and provide regular Client status updates to leadershipRepresent the company at relevant industry events, conferences, and pre-solicitation activitiesREQUIRED QUALIFICATIONS7-10+ years of GovCon Client/capture experience with a focus on federal health ITDemonstrated capture wins on CMS, HHS, or CMMI contracts in the $25M-$100M rangeDeep familiarity with the ACA Marketplace, eligibility systems, or CMS digital services ecosystemExperience leading recompete captures, including incumbent positioning, transition risk messaging, and price-to-win strategyWorking knowledge of GSA MAS as a contract vehicle and small business competitive dynamicsProficiency in Shipley or equivalent structured capture methodologyStrong relationship network within the federal health IT contractor communityExcellent written and verbal communication skills; ability to brief executives and customersPREFERRED QUALIFICATIONSExisting relationships at CMS Client, CCIIO, or the Marketplace Appeals GroupExperience with Pega BPM, case management systems, or digital services platforms in a federal contextPrior employment at or competition against Small Business, Mid or Large Organizations on CMS programsFamiliarity with WOSB, 8(a), HUBZone competitive dynamics in small business set-aside environmentsAPMP certification (Foundation or Professional) or PMPUnderstanding of CMS IT governance: ATO processes, CMS TRA, FISMA complianceWHY THIS ROLEOwn the capture strategy for CMS, not just execute itDefined, high-probability recompete opportunity with strong executive backingMission-driven work supporting ACA Marketplace eligibility adjudication for millions of AmericansCompetitive compensation, performance-based bonus tied to win outcomesCollaborative team environment with experienced GovCon Client, technical, and proposal professionalsWhat Success Looks LikeStrengthened CMS pipeline with qualified, strategically aligned pursuits.Increased capture discipline and measurable improvement in win rate.Securing one or more strategic CMS prime awards within 12-18 months.Elevated visibility and positioning of Sky Solutions within CMS modernization initiatives.Interested candidates should be prepared to discuss specific CMS or HHS capture wins, recompete strategy experience, and their approach to incumbent displacement.
