About the OpportunityWe are supporting a large-scale, high-impact healthcare IT transformation project supporting Medicaid eligibility systems. This is one of the most complex IT initiatives in the state, requiring experienced professionals who thrive in fast-paced, evolving environments with minimal supervisionYou will be working alongside a team of state personnel and seasoned consultants, contributing to a mission-critical project that directly impacts public healthcare services.Role OverviewThe Quality Manager / Project Manager (Executive Level) will drive quality assurance and governance using a PMI-based methodology, ensuring that all design, development, and implementation (DDI) processes meet compliance and delivery standards.Key ResponsibilitiesEnsure quality compliance across all phases of SDLC (DDI)Validate deliverables against requirements traceability matricesDevelop and maintain quality management templates and standardsDefine and track technical and compliance metrics (CMS, MITA standards)Lead testing strategy, execution, and reportingManage defects tracking and resolution workflowsSupport certification processes with state and federal agenciesAnalyze and improve business processes and data modelsIdentify and mitigate project risks, issues, and dependenciesCollaborate with cross-functional stakeholders, vendors, and government agenciesRequired Qualifications3+ years of Quality Management experience in large healthcare IT systems3+ years in healthcare insurance systems implementationStrong experience with:Requirements management & traceabilityTesting & QA methodologiesRisk management & issue resolutionExperience with rules engines and orchestration layersBachelor's Degree (Master's preferred)Strong communication skills and ability to engage executive stakeholdersPreferred ExperienceMedicaid eligibility systems / operationsMedicaid Information Technology Architecture (MITAMedicaid Enterprise Certification Toolkit (MECTLarge-scale, outsourced IT project environmentsFamiliarity with Affordable Care Act (ACA) regulationsCandidates MUST either:Be a current South Carolina (SC) resident, ORBe willing to relocate to South Carolina prior to starting (at their own expense)
