HTS's 600 million dollar, 3500 people, 80+ office national AEC client is actively hiring a Sr PM Systems Project Manager to perform a wide variety of professional engineering work in either a field or office setting as Owner's Representative on a billion dollar MATOC Sound Transit capital program's Traction Power Substation System (TPSS) portfolio. The Senior Project Manager is directly responsible for leading the modernization, standardization, and full integration of TPSS assets across the Authority's rail network, and reviews the work of Authority, State, and Contractors in accordance with the applicable Design Criteria Manual, Construction Manual, and all governing specifications. The Project Manager reviews progress of the work to assure compliance with the contract documents. This will include progressive monitoring of design submittals, equipment procurement, factory acceptance testing, installation, and commissioning. The Project Manager assures appropriate documentation, configuration management, and integration testing are completed in accordance with departmental policies and procedures. Additionally, the Project Manager is responsible to pro-actively reviewing the contract documents to anticipate, identify, and/or prepare for any change orders needed to resolve conflicts and/or recommend improvements.Duties include but are not limited to: Leads the modernization, standardization, and full integration of Traction Power Substation Systems across the Authority's rail network, establishing consistent design, construction, and commissioning practices program-wide.Represents the Authority in technical and contractual matters with design consultants, systems contractors, utility partners, and equipment OEMs.Ensures safety of Authority employees, State employees, Contractor employees, as well as the traveling public by observing contractor's operations and energized systems conditions, making recommendations, and taking corrective action when necessary.Reviews contractor operations for compliance with OSHA regulations and Authority electrical safety requirements.Reviews design submittals, shop drawings, relay coordination studies, and commissioning plans for compliance with program standards and applicable codes (NEC, NESC, IEEE, NFPA).Oversees procurement and factory acceptance testing of substation equipment, including rectifiers, switchgear, SCADA, and protection and control systems.Provides direction to staff to ensure complete, accurate and timely contract records, pertaining to systems progress, equipment acceptance, commissioning status, and configuration management, are maintained in accordance with the State and Federal regulations and laws.Confers with contractors regarding compliance with plans and quality of work on installation, energization, and commissioning activities.Performs field inspections of contractor's work to determine compliance with plans, specifications, special provisions, utility agreements, and systems integration requirements.Prepares reports, as well as reviews and incorporates the daily inspection reports from Field Engineers, in documenting the Contractor's activities.Maintains accurate and complete project records and ensures compliance with departmental policies and procedures.Calculates and documents field quantities for payment purposes.Documents as-built condition of constructed substation and systems facilities.Monitors program schedule and budget for the TPSS portfolio and reports as required to the Authority's Executive leadership.Assists the Authority in the management of the portfolio in such a manner as to maintain quality, schedule, and budget.Prepares contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract.Formulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering re-design work.Identifies the need for and prepares contract related documents for submission to the contractor.Reviews CPM schedules. Identifies and mitigates systems integration and commissioning risks.Coordinates with signals, communications, track, and operations/maintenance disciplines to ensure TPSS integration is aligned with overall system commissioning milestones.Completes a project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Project Executive.Assists the Authority in the resolution and response to contractor disputes in a timely manner as provided by the contract.Elevates to the Project Executive all disputes not resolved by the Project Manager and the Authority's Contract Administrator, if appropriate.Prepares draft claim reports for the Authority's Vendor/Contract Management when required.Ensure conformance with all Program contract documents.Required QualificationsBachelor's degree in Electrical Engineering, Civil Engineering, or a related engineering disciplineRegistration as a Professional Engineer in Washington is required. Out of state licenses may be considered on a case by case basis.Approximately 12+ years of experience in traction power / TPSS systems delivery on transit or rail programs, including design oversight, construction, and commissioning.Experience as a Project Manager or Program Manager on systems portfolios within public transit capital programs of at least $100M in aggregate value.PMP certification preferred.Client/Hiring firm Benefits:provides a comprehensive suite of benefits focused on providing health and financial stability throughout the employee's career. Please note that the pay range provided is a good faith estimate for the position at the time of posting.
