Role: Vice President of PreconstructionLocation: Atlanta, GAReports to: Chief Operating OfficerDirect reports: Estimating, Business Development, Alternative DeliveryCompensation Package: $240-250k basic + attractive benefitsThe VP of Preconstruction is to lead the company's preconstruction strategy to consistently win the right work and deliver accurate, defensible pricing with a clear risk posture in the heavy civil infrastructure market. The successful appointment will lead a department responsible for putting estimating, business development, and alternative delivery into a disciplined pursuit process that transitions seamlessly into operations for predictable project outcomes and profitability.Essential Duties & ResponsibilitiesOwn the preconstruction strategy and pursuit pipeline, establish clear go/no-go decision criteria, and drive disciplined conversion from lead to award.Lead and develop Estimating to ensure consistent standards, accurate conceptual-to-final pricing, and well-documented assumptions, exclusions, and clarifications.Lead and develop Business Development to execute targeted account plans, maintain CRM discipline, and translate market intelligence into qualified opportunities.Build a repeatable, best-in-class approach for CM/GC, Design-Build, progressive Design-Build, and negotiated delivery methods.Run the end-to-end pursuit system by setting meeting cadence, milestone gates, and accountability across estimating, operations, and partners.Own the commercial and risk posture for pursuits by maintaining a clear risk register and ensuring alignment with company risk tolerance.Ensure a seamless preconstruction-to-operations transition by delivering complete award packages and aligning project teams on scope, budget, and schedule.Manage preconstruction capacity, budgeting, and resource allocation; approve pursuit-related expenditures.Drive improvement across tools, templates, historical cost databases, and benchmark libraries; enforce post-mortems.Provide executive-level reporting on pipeline health, pursuit priorities, margin expectations, and risk exposure.Requirements & QualificationsBachelor's degree in Construction Management, Civil Engineering, or related field (or equivalent experience).At least 10 years of experience in heavy highway construction or large infrastructure projects estimating and alternative delivery.Minimum of 5 years in a senior leadership or managerial role, specifically within preconstruction.Strong leadership, communication, negotiation, and interpersonal skills.Preferred credentials: P.E., DBIA, CCM.Technical estimating and preconstruction systems proficiency.Key Performance Indicators (KPIs)Win rate / shortlist rate (by market + delivery method).Estimate accuracy: awarded vs. actual trends (and root causes).Handoff quality score from operations (survey + rework metrics).Gross margin achievement vs. bid margin assumptions.Subcontractor participation rate / coverage of key trades.
