Chief Estimator

McLean Contracting Company is looking for a Chief Estimator to join our growing team in Glen Burnie, MD. The Chief Estimator manages the estimating function at McLean, which includes the supervision and mentoring of estimating staff in the performance of their job functions, including quality control of their work. He/she establishes and maintains the estimating process and controls, establishes and monitors consistent processes for takeoff, solicitation of prices, HCSS use, crew structures, equipment rates, and other protocols. He/she establishes the bid win strategy and risk mitigation strategy, sets up JV rules and estimate templates for JV bids and runs the JV bid review. Essential Duties and Responsibilities,include, but are not limited to, the following:High proficiency in computer software programs such as HCSS Heavy Bid, Word, Excel (expert efficiency), and database systems. Manages and interacts daily with estimating team members; makes bid and other work assignments; provides assistance and/or guidance. Schedules and conducts performance reviews to monitor staff development. Completes analysis of construction bid opportunities. Oversees pricing provided by the BD Managers and Division Managers, including construction.Completes Go-No-Go analysis when required.Utilizes plans and specifications to develop, maintain, and evaluate project level risk and mitigation strategies; explores alternative design or construction approaches to reduce risk exposure; presents risk assessment during bid review meetings.Assesses competition; may attend pre-bid meetings and site visit meetings and develops capture strategy.Conducts high level means and methods review.Develops comprehensive bids and conducts detailed bid reviews. Reviews Estimators' quantity take off; specifications & plan review; and work breakdown structure in HeavyBid.Reviews historical performance (cost, productivity)Reviews contract compliance issues and CPM schedules.Attends all reviews and meetings pertinent to the bid.Works with the Commercial Manager on subcontractor and vendor outreach.Assists in the preparation of any technical proposals required for alternative project delivery procurements.Attends monthly project cost and progress reviews.Reviews project lessons learned with key operations personnel; incorporates lessons into current bids.Identifies and develops new business partners. Utilizes online platforms for making connections to potential partners; responds to inquiries promptly and professionally.Supervisory ResponsibilitiesThis position involves direct supervision of personnel and carries supervisory responsibilities. Education and/or ExperienceDegree in Civil Engineering, Construction Management, or Civil Engineering Technology and at least ten years' experience as an Estimator or similar job function. Past field operations experience is a plus. Other skills and abilitiesMust be at least 18 years old, have reliable transportation to work and able to pass a physical. Must be able to pass a Homeland Security background check to qualify for a Transportation Worker Identification Card (TWIC).
