The Proposal Manager is primarily responsible for managing and writing proposals in support of client's growth goals. The candidate will work closely with senior leadership, capture/business owners, other proposal managers, engineers, proposal coordinator, and operations staff. This person oversees all proposal activities from inception to submission, including managing proposal schedules and deadlines, developing proposal outlines and compliance matrices, writing of proposal content, and monitoring the progress of proposals. Role involves implementation of all necessary proposal procedures and processes. This is a highly networked role that requires an ability to work under pressure and meet challenging deadlinesResponsibilitiesDeliver compliant, professionally produced proposals within defined timeframesParticipate in the development and review of proposal strategies and themesDirect the creation and review of proposal outlines that will be used as a key document design and control mediumLeads and participates in collaborative sessions to refine win strategy, competitive assessments, and customer pain points or hot buttons.Assist in analyzing solicitation requirements against proposal outlines to ensure compliance and responsiveness to the customer's issues and needsDevelop and conduct all color reviews and follow up for internal evaluation of the technical, management, and overall proposal approachesWrite and edit proposals for continuity, logic, organization, messaging to enhance delivery and client differentiatorsCoordinate and review / edit proposal input from a variety of stakeholders. Specifically working with internal solutions architects, SMEs, and teaming partnersMaintain proposal files, past performance catalogue; create and maintain corporate SharePoint proposal site for each managed opportunity.Serve as an author or proposal section and develop RFI responses Required Qualifications:Bachelor's Degree.5+ years' experience writing winning differentiated Federal IT Services and Engineering proposalsStrong business acumen, with willingness and ability to learn additional skills.Superior organizational skills, with special attention to detail, and time management skillsExcellent verbal and written communication skills.Strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers, subordinates and executive management.Ability to prioritize and manage several projects simultaneously: able to be hands-on as well as strategicMust work well under pressure; demonstrated ability to multi-task, work in a fast-paced environment and meet deadlinesExceptional skills in Microsoft Word, PowerPoint, Excel, and Adobe Suite of ProductsProposal Repository Management experience including Teams and SharePointAbility to support on-site proposal responses as requiredActive TS Clearance preferred, ability to obtain requiredDesired Qualifications:Strong understanding of Software Development, Cybersecurity, and/or DevSecOps subject matterExperience with leading and supporting complex proposals in the DoD and Intelligence sectorsExperience using Teams and SharePointExperience using a CRM Tool such as SalesforceExperience with video and/or oral proposal presentations.Demonstrated experience using generative AI for research, analysis, content generation and enhancementAPMP certification
