Position: Staff Logistician Level IV Location: Aberdeen Proving Ground, Maryland - 21010Client: Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND)Job Type: Full-time - On-Site Clearance: Active Secret Clearance Responsibilities: Integrated Product Support Management: Provide expertise in integrated product support management in response to logistics management tasks. Compliance with Logistics Regulations: Assist the government in ensuring programs under review comply with established logistics practices and adhere to logistics regulations and policies throughout the acquisition life cycle. Logistical Analysis & Product Support: Support logistical analyses to identify, define, and document acquisition program integrated product support requirements, in support of Product Support Managers (PSMs). Sustainment Elements & Supportability: Develop, analyze, and validate sustainment elements and supportability requirements for acquisition efforts. Logistics Documentation Review: Provide logistics input, review, and offer comments to acquisition and product support management documents. Reporting Failures & Schedule Delays: Report failures, such as incomplete, missing, or unacceptable logistics deliverables, and schedule delays to leadership. Supply Chain Risk Management (SCRM) Leadership: Lead day-to-day execution of SCRM-related efforts, including: Developing SCRM plans. Assessing supply chain risks. Developing risk mitigation plans and monitoring their effectiveness. Advising and Reporting: Advise and recommend actions, and develop quarterly plans and reports for approval. SCRM & Industrial Base Management: Develop, manage, and advise on SCRM and Industrial Base tasks. Review documents weekly and provide recommended comments as required. Track the status of ongoing actions. SCRM Support: Provide support for the following SCRM tasks: Product development. Meetings with internal stakeholders. Project updates and reports from vendors. Attending weekly meetings with HQ staff, the SCRM Working Group, and TACOM. Supporting CLO huddles/touchpoints. Adjacent SCRM Tasks: Perform tasks related to SCRM, including: Program protection planning. Anti-tamper planning. Diminishing manufacturing sources and material shortages planning. Obsolescence planning and management. SCRM impacts on Cybersecurity. Developing supply chain policies and standard operating procedures. Assessing system and component criticality. Mapping supply chains. Identifying critical suppliers. Assessing supply chain threats and vulnerabilities. Conducting risk identification and mitigation. Monitoring mitigation effectiveness over time. Coordination with Stakeholders: Interface and coordinate SCRM efforts with stakeholders, the sustainment community, and external government oversight agencies to facilitate and resolve complex logistics issues. SCRM IPT Participation: Participate in an established SCRM Integrated Product Team (IPT) consisting of subject matter experts. Program Milestone Input: Participate and provide input to program functional milestone decisions, In-Process Reviews, design reviews, and required program updates for material development contracts. Logistics IPT Participation: Participate in logistics IPTs, contributing expertise to the team. Preferred Certification: DAWIA (Defense Acquisition Workforce Improvement) Level Advanced certification in Logistics or equivalent is desired. Defense Acquisition University (DAU) courses will be provided at Government cost (travel costs not included). Requirements: Six (6) years of experience and knowledge of the full life-cycle acquisition program logistics support and planning process, including: Program data and documentation requirements. Acquisition and development processes as outlined in DoDI 5000.02. Acquisition streamlining. Life Cycle Logistics. Sustainment. Property accountability. Systems integration. Program Planning, Budgeting, and Execution (PPBE). Concurrent engineering, operating, and cost performance. Design. Test and evaluation. Operational readiness and deployment. Reliability and maintainability. SCRM Experience (Three Years): Three (3) years of experience with SCRM, including: Developing supply chain policies and standard operating procedures or frameworks. Assessing system and component criticality. Mapping supply chains. Identifying critical suppliers. Assessing supply chain threats and vulnerabilities. Conducting risk identification and mitigation. Monitoring mitigation effectiveness over time.
