Senior Technical Project Manager State of California - Law Enforcement Agency | Sacramento, CA (Hybrid - Remote with Travel)About the OpportunityWe're placing a Senior Technical Project Manager on a high-priority, multi-year data system modernization project for a major California law enforcement agency, in partnership with a Big 4 consulting firm as prime contractor.The project will replace legacy data infrastructure with a modern, cloud-based platform - improving the timeliness, accuracy, and accessibility of critical public safety data across state and federal agencies. It spans multiple integrations with state and federal partners and touches law enforcement agencies statewide.This is a 5+ year engagement running from planning through full statewide deployment, following the California CDT Project Approval Lifecycle (PAL) framework. The TPM is the day-to-day project leadership presence - partnering directly with agency executive leadership and the prime contractor from kickoff through closeout.The RoleYou'll lead full lifecycle project management across PAL Stages 2-4, covering alternatives analysis, procurement support, system implementation, multi-agency integrations, UAT, statewide training, and project closeout. This includes owning the project schedule, risk register, issue log, and change management processes while presenting regularly to the Executive Steering Committee.Must-Haves10+ years managing large-scale IT projects in the public sector - at least 5 of those years involving medium-to-high complexity systems (software, network, or cloud). All experience within the last 13 yearsCompleted CA CDT PAL Stages 2, 3, and 4 within the last 7 yearsBachelor's degree (any field)Current PMP certification (PMI)Strong DifferentiatorsAdvanced degree (Master's or PhD) in an IT-related fieldLead PM experience on an IT project for a law enforcement agency or military department (within last 10 years)3+ years in cloud computing, ideally MS Azure - as PM or technical SME (within last 10 years)2+ years managing a CA State IT project with working knowledge of CALNET (within last 10 years)3+ years managing multi-jurisdictional programs (within last 10 years)Important - ReferencesThis is a formal government bid submission. Three (3) signed professional references are required as part of the proposal package. References are scored and must average 35/50 or higher to remain eligible. Start identifying your references early - ideally state agency supervisors or client-side project owners.Ideal FitYou've navigated the CDT PAL process start to finish and know what it takes to get to approval. You're comfortable presenting to executive leadership, own your schedule and risk tracking without being asked, and have experience working across multiple agencies or jurisdictions.
