Will you join us?Job SummaryThe Office of the Inspector General works to enhance public confidence in the integrity of the School District of Philadelphia by investigating corruption, fraud, misconduct, waste and mismanagement. The Inspector General oversees all operations of the office. Plans, directs and oversees the activities of a professional and technical staff engaged in the investigation of fraud, waste and abuse in the School District of Philadelphia. Develops and oversees the implementation of policies and procedures to promote economy, efficiency and effectiveness within the District. Serves as a liaison between the District and external agencies on the federal, state and local levels.Essential FunctionsPlans, directs and oversees, through subordinate staff, all aspects of the investigative programs; oversees the integration of units which include Contract Investigations, Forensic Audits, Employee Integrity and Special Projects.Establishes policies and procedures to detect and prevent fraud, waste and abuse; ensures adherence to local, state and federal guidelines and regulations; develops standards to evaluate the effectiveness of investigative activities and develops goals and objectives for the Office of Inspector General.Ensures that audits, investigations and inspections are conducted objectively; ensures that economy, effectiveness and efficiency are promoted in the School District.Establishes and maintains effective and cooperative working relationships with law enforcement officials at the local, state and federal levels.Ensures that audit, investigative and inspection/evaluation reports are prepared in a timely manner and in agreement with the Board and Superintendent; publishes these reports.Minimum Requirements Master's or Juris Doctorate degree from an accredited college or university.Ten years of full-time, paid, professional financial and/or investigative experience or legal experience in a large, complex city, state or federal agency, school district or major corporation, five of which have been in an administrative or supervisory capacity.Prior work experience managing complex investigations involving fraud, waste and abuse.Demonstrated ability and/or experience in investigations, auditing, inspections, finance, law, public administration or other closely related fields.Candidates must possess strong leadership skills, ethical standards and a demonstrated record of independence and success in their professional duties.ORAny equivalent combination of training and experience determined to be acceptable by the Office of Talent.All work experience related to the position must be included on the resume.Preferred/Desired QualificationsPrevious experience as an Inspector General or Deputy Inspector General of a school district or large, urban Inspector General's Office (IGO) with a demonstrated record of independence and success in the performance of those duties.Leadership of a team of professional and administrative staff with the ability to effectively manage, mentor and develop talent.Excellent writing, researching and editing skills for preparing complex reports that are understandable to a wide variety of audiences and stakeholders.Certification as a Certified Inspector General (CIG) by the Association of Inspectors General.Knowledge, Skills and Abilities Demonstrated knowledge of:the principles and practices of public administration.applicable laws guiding the governance of public schools (traditional and charter).investigative and auditing principles.budgetary, and/or investigative or legal principles and concepts.supervisory principles and practices.Demonstrated ability to:coordinate, implement and monitor a comprehensive program to prevent fraud, waste and abuse in the School District.interpret District policies and guidelines to staff.plan and direct departmental operations.communicate effectively, both verbally and in writing.establish and maintain effective working relationships.DisclaimerThe above statements are intended to describe the general nature and level of work being performed by people assigned to this classification.
