Experienced Network Construction Manager with a strong background in Small Cell and fiber optic network construction across both aerial and underground infrastructure. Proven ability to oversee complex telecommunications projects from inception through closeout, ensuring they are delivered on time, within budget, and in accordance with internal and customer standards. Adept at managing subcontractors, coordinating with cross-functional teams, and navigating local and state permitting processes.Key Skills & Competencies:Small Cell & Fiber Construction (aerial and underground)Project Management & Vendor CoordinationMicrosoft Excel & Smartsheet ProficiencyOutside Plant (OSP) and Inside Plant (ISP) ConstructionPermitting & Utility Pole LicensingBudgeting, Estimating, and Cost ControlEngineering Document Review (CDs, SOWs, SOVs, SA reports)Materials Procurement & Bill of Materials (BOM) ManagementSite Walks & Field Oversight (Precon, In-progress, Punch)Compliance with NESC, NEC, OSHA StandardsStrong Communication & Reporting SkillsSafety & Quality Assurance OversightProblem Solving in Field Construction EnvironmentsFamiliarity with RF Testing, Grounding/Bonding, OTDR, PIM testingPrimary Responsibilities:Lead the full lifecycle of Small Cell and fiber construction projects, managing aerial and underground installations on utility poles and ground-level infrastructure.Oversee external vendors, subcontractors, and OEM installers to ensure project milestones, budgets, and quality standards are met.Collaborate with internal teams including Fiber Construction, Real Estate, RF Engineering, Procurement, and Utility Relations.Conduct constructability reviews, develop bid packages, negotiate contracts, and ensure project scopes are clearly defined and cost-effective.Monitor project schedules, permitting, licensing, and ensure accurate project documentation and closeout packages.Coordinate field activities including pre-construction walks, in-progress inspections, and final punch walks; provide hands-on direction to contractors.Manage all permitting processes with local/state agencies and utility companies, ensuring full compliance with regulations.Track and manage third-party material orders and maintain accurate BOMs and SOVs for each project.Serve as the on-site safety and quality representative, ensuring adherence to construction and safety standards.Use project tracking systems and reporting tools to communicate progress and escalate issues proactively.Actively participate in vendor selection and ongoing vendor performance management.Education & Certifications:High School Diploma or equivalent (required)Technical degree or equivalent work experience in telecom construction (preferred)Valid Driver's License (required)OSHA 10 Certification (preferred)PMP Certification (preferred)Professional Attributes:Detail-oriented project leader with exceptional organizational and multitasking skills.Strong communicator capable of influencing internal and external stakeholders.Problem solver with a proactive approach to field issues and scheduling conflicts.Technologically proficient with Excel, Smartsheet, Microsoft Office Suite, and project tracking tools.
