Position OverviewUltimate Staffing is hiring an HR Generalist to support a large traffic control company with an important purpose. This position is located in Fremont, CA, with minimal travel to Lodi. The pay range is $40-45/hour, depending on experience. This role involves assisting in various Human Resources functions such as full cycle recruiting, benefits administration, employee relations, compliance, and supporting workers' compensation and leaves of absence. The HR Generalist will work in a fast-paced environment and is expected to provide excellent customer service by understanding and addressing employee issues effectively.ResponsibilitiesServe as the first point of contact for the HR Department, screening questions and inquiries and directing them appropriately.Administer employee verification programs such as the Driver Program and Drug Testing.Maintain human resources records by keeping complete files for every employee, including new policies and training records.Assist with the onboarding and offboarding process for Union and Non-Union employees.Support the recruitment cycle for all open positions, including job description writing, resume review, phone screens, interviews, and reference checks.Direct talent development efforts and partner with management to evaluate staff development needs and implement training solutions.Explain benefit programs and assist with employee benefits enrollment for non-union employees.Perform background checks and call references to verify candidate backgrounds.Conduct audits to ensure data accuracy and employment law compliance, staying current on all HR compliance laws and regulations.Complete EDD forms for employees and maintain confidentiality of human resources information.Assist with internal professional development and training initiatives using the Learning Management System.Oversee processes for workers' compensation, disability, leave, and workplace accommodation requests, and inform managers as needed.Handle employee queries related to PTO requests, W2 assistance, leaves of absence, payroll questions, and HRIS questions via phone, chat, or email.Understand all Collective Bargaining Agreements and ensure company compliance with HR and Payroll related areas.Provide managers with compensation reports and make changes as needed.Build and maintain relationships with key Union labor organizations and their Business Agents and Representatives.Ensure legal compliance with all local, state, and federal laws and guidelines by monitoring and implementing applicable policies, programs, processes, and monitoring systems.Perform HR administrative duties and assist the Training/Safety Department with administrative tasks.Create and update Standard Operating Procedures and ensure all Desk Procedures are well documented.Continuously update the Employee Handbook to maintain established guidelines, clarify procedures, and ensure compliance with company policies and employment laws.Schedule meetings and interviews as requested by the Sr. HR Manager or other department managers.Perform clerical functions such as photocopying, mailing, scanning, and emailing documents.File documents into appropriate employee files and assist or prepare correspondence as requested.Perform other duties as assigned.QualificationsExcellent verbal and written communication skills.Strong interpersonal, negotiation, and conflict-resolution skills.Excellent organizational skills and attention to detail.Proven ability to manage time effectively and meet deadlines.Strong analytical and problem-solving skills.Ability to prioritize tasks and delegate when appropriate.Act with integrity, professionalism, and confidentiality.Thorough knowledge of employment-related laws and regulations.Strong attention to detail and goal-oriented.Working understanding of human resource principles, practices, and procedures.Knowledge and understanding of employee relations.Ability to function well in a high-paced and sometimes stressful environment.Proficient with Microsoft Office Suite or related software.Commitment to excellent customer service.Construction or related industry experience is helpful, though not required.Union experience is helpful, though not required.Ability to prioritize and manage multiple responsibilities.RequirementsMinimum 3 to 5 years as a Human Resources Generalist.Bachelor's degree in Human Resources or similar field is a plus.Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.Workers' compensation experience required.Leave of Absence Administration experience required.Employee relations experience required.Experience with BambooHR is a plus, but not required.Bilingual in English and Spanish is strongly preferred, but not required.Work HoursMonday - Friday, 8:00 AM - 5:00 PMBenefitsMax Pay is $45. Min Pay is $40.
