JOB DESCRIPTIONThe Quality Control (QC) Manager is stationed on-site and has complete authority and responsibility to take any action necessary to ensure contract compliance. The QC Manager oversees the QC program, chairs QC Plan Meetings, coordinates testing and inspections, reviews submittals, and ensures documentation is accurate, timely, and compliant with contract requirements. The QC Manager reports to the Contracting Officer or their designated representative and coordinates with Special Inspectors, testing laboratories, and QC Specialists. Key Responsibilities On-site authority and compliance: Exercise full authority to enforce contract compliance and maintain adherence to QC requirements across all trades and activities. QC Plan implementation: Lead the development, implementation, and maintenance of the Quality Control Plan (QCP) in alignment with contract requirements (FAR/DFARS, agency directives, EM 385-1-1 where applicable) and industry standards. Meetings and coordination: Attend and conduct QC Plan Meetings, Coordination and Mutual Understanding Meetings, and other QC coordination activities. Manage the three phases of control (as applicable to the project) in coordination with QC Specialists and testing personnel. Submittals and approvals: Review and approve shop drawings, material submittals, and method statements for compliance with project requirements. Testing and inspections: Ensure testing is performed, oversee third-party laboratories and inspection agencies (NDE, destructive testing, material testing, commissioning), and verify results meet contract specifications. Non-conformance management: Identify, document, and track non-conformances; drive corrective and preventive actions (CAPA) and ensure timely disposition. Documentation and recordkeeping: Maintain all QC records, inspection logs, test reports, submittals, and as-built documentation on-site; provide required QC certifications and documentation to the Contracting Officer or designated representative. Special Inspections coordination: Notify and coordinate with Special Inspector and Special Inspector of Record for activities requiring review; interface with the on-site HASP and safety programs. Audits and continuous improvement: Support internal, client, and regulatory audits; implement audit findings and pursue continuous improvement. Safety alignment: Collaborate with safety personnel to ensure QC activities align with the Site Health and Safety Plan (HASP) and safety goals. Training and mentoring: Ensure QC staff and team members are trained in quality standards, testing procedures, and documentation requirements. Risk management: Identify quality risks, develop mitigation plans, and monitor effectiveness. Resource management: Provide adequate office space, filing systems, and other resources to maintain an effective QC organization.REQUIRED SKILLS AND EXPERIENCEMinimum 10 years of construction experience on similar size and type contracts, including major trades relevant to the project. At least 4 years of experience specifically as a QC Manager or in a similar on-site quality control leadership role on federal or government-funded projects.
