The Prequalification Manager is responsible for leading FLINT's subcontractor prequalification program. This includes evaluating subcontractors' financial strength, safety performance, operational capacity, and organizational health to determine their eligibility for FLINT and district projects. The Manager will provide scoring and analysis to leadership, ensuring that only qualified, financially sound, and operationally capable trade partners are engaged on projects.The major responsibilities of this position include but are not limited to the following:Oversee the full subcontractor prequalification process (applications, renewals, scoring, and approvals).Evaluate subcontractors' financial documentation (balance sheets, P&L statements, cash flow, bonding capacity) and apply consistent scoring methodologies.Provide clear, written analysis and recommendations to FLINT leadership on subcontractor financial viability and risk exposure.Analyze subcontractors' operational and organizational metrics (staffing levels, project history, backlog, safety performance, EMR, OSHA data) to identify capacity and reliability.Maintain and update subcontractor qualification database (TradeTapp or similar) with scoring, analysis notes, and current documentation.Develop standard evaluation rubrics and maintain consistency across all reviews.Ensure compliance with Owner- and District-specific prequalification requirements; report subcontractor status to Owners/Districts as needed.Verify subcontractor eligibility by confirming status with DIR and CSLB (licensing, registration, suspensions).Communicate directly with subcontractors to request missing financials, safety records, and organizational data.Collaborate with Estimators and Project Executives to ensure only qualified subcontractors are engaged for each project.Provide quarterly reporting to leadership on subcontractor pool health, including coverage gaps by trade or region.Support outreach to new subcontractors and assess their long-term potential as partners.Job Requirements: 2-4 years of business administration experience; industry experience preferred.Qualifications & Skills:Bachelor's degree in Finance, Accounting, Business Administration, Construction Management, or related field.2-4 years of professional experience in financial analysis, risk management, or subcontractor prequalification (construction industry preferred).Ability to read and interpret financial statements (balance sheets, P&L, cash flow) and assess financial stability.Experience developing and applying scoring or evaluation models.Strong knowledge of construction safety metrics and organizational performance indicators.Familiarity with California construction requirements (DSA, DIR registration, CSLB licensing, district-specific prequal).Strong communication skills with the ability to present analysis to executives and build relationships with the subcontractor community.Proficiency with Microsoft Office Suite and prequalification platforms (TradeTapp, Building Connected, or similar).Detail-oriented, analytical mindset with the ability to deliver actionable recommendations.
