JOB DESCRIPTIONPOSITION SUMMARY:Responsible for the management of residential, commercial and infrastructure construction projects. Including but not limited to: Demolition, rough grading, storm drains, water basins, sewers, lift stations, water quality systems, water systems, water tanks, water boosters, roadway improvements, dry utilities, bridges, streetlights, traffic signals, landscaping, parks, and recreation centers. Manage improvement development to bond exoneration and final agency acceptance. Coordinates with the Executive Vice President, Land Development as it pertains to plans, permits, bonds, budgets, schedules. Management of quality, and performance of the contractors and consultants to ensure costs and schedulerequirements are met.PRIMARY DUTIES AND RESPONSIBILITIES:Assist in establishing and maintaining development schedules.Manage all stormwater responsibilities on a daily basis to maintain compliance (track out, washout, inlet protection, etc.)Manage project managers and construction managers for the builders operations on a daily basis (kick off meeting,day one experience, Fire Plan, disseminate information, etc.)Manage all bond exoneration through release of the bonds (IRWD, COI, DRE/HOA)Schedule and manage all HOA acceptance walks and addressing problems when they arise (work with onsite HOA rep)Schedule and conduct all construction relatedPre-construction meetings with Water districts and City/County Agencies.Schedule and manageall site Engineering staking and certificationsManage all Soil Engineerinspections and certifications required on all site work.Provides input with known current rates and costs to maintainaccurate budgets and change orders.Assist with bid comparison analysis provided by purchasing and identifies any variances during those reviews with division personnel.Reviews and enforces restrictions and special needs for all improvement installations, removals and/or relocations of any existing improvements as stated intract conditions, measures, and/or plans.Assists with the creation of project schedules, input on timing of cash flow demands with those site development schedules, provide explanations how and why timing could affect project development cash flow.Reviews contractual and Governmental obligations in scopes of work to the contracts prior to the start of work processwith the awardedcontractor(s). Such as current project SWPPP, OHSA, and AQMD requirements.Review plans, maps and conditions providedby Project Management for feasibility and duration impacts.Coordinates with Environmental Managerson land, water and air quality issues that may affect tract conditions, measures, and other separate agreements including but not limited to their cost budgets and installation schedules impacts.Reviews all related contractor and consultant invoicesfor approval or rejection.Monitors and directs contractors progress of site improvements along with the inspection agencies reviewand approval of project installation and field condition variances.Attends related trainingcourses and seminarsas directed by the Operations department as it relates to this position.QUALIFICATIONS:High school degree,college preferred10 years minimum work experience in Land Development industry with at least 3 years of land development budgeting experience.Proficient in Microsoft Word, Excel, Projectand spreadsheet formationand analysisMust possess a valid California Driver'sLicense - unrestrictedExcellent communication and inter-personal skillsCollaborator with strongwork ethicExcellent analytical and writing skills requiredBasic good judgment, high moral, and ethical standardsProblem-solving desire/orientation and be able to deal with complexproblems in an efficient manner leading to management decisions and recommendations.Ability to meet deadline while maintaining a professional attitude.Qualified Stormwater Practitioner (QSP)KEY COMPETENCIES:Critical thinking and problem solvingskillsPlanning and organizingDecision-makingArrive at work on timeFollow directions from a supervisorInteract well with co-workersUnderstand and follow posted work policies and procedures Accept constructive criticismPHYSICAL REQUIREMENTS:This is a positionwhich requires the ability to occasionally bend,stoop, reach, lift,move and carry office materials and supplies weighing 25 pounds or less.
