Nature of WorkThe Office of Shared Administration (OSA) is excited to welcome applications for a Payroll Specialist position within the Office of Human Resources Management. If youre detail-oriented, thrive in a fast-paced environment, and want to play a key role in ensuring public employees are paid accurately and on time, this opportunity is for you!As a Payroll Specialist, you’ll be responsible for managing and processing payroll for multiple state agencies, including the Departments of Health, Health Facilities, and Human Services. You’ll help ensure every paycheck is accurate, every tax and deduction is correct, and every employee gets the support they need when it comes to payroll-related questions.Key Responsibilities Include:Accurately enter employee payroll data—including direct deposits, tax withholdings, and insurance deductions—into wvOASIS, West Virginia’s statewide HR, finance, and payroll system.Review, approve, and troubleshoot electronic timecards in UKG (formerly Kronos).Generate and analyze reports using wvOASIS Business Intelligence to ensure accurate pay, retirement contributions, and tax withholdings.Prepare and verify annual increment pay and reconcile other payroll transactions such as workers’ compensation, buy-backs, and labor adjustments.Process final payments and financial documentation related to dismissals, interest payments, and deposits.Serve as a knowledgeable resource for employees—new, current, and former—by providing timely, helpful support on all payroll matters.Take on other payroll-related duties as needed to support the success of our team.Why You Should Apply:Youll be part of a collaborative team that supports vital state agencies.Your work directly contributes to the well-being of thousands of public service employees.Youll develop valuable skills in state payroll systems and financial reporting.Opportunities for advancement and professional growth.Preferred Qualifications:Strong computer skills and high attention to detail are essential.Prior payroll experience is highly preferred, especially within public or large-scale organizations.Minimum QualificationsTraining: Bachelors degree from a regionally accredited college or university.Substitution: Candidates may substitute related experience for the required education at the rate of one (1) year of experience for thirty (30) semester hours of education.Experience: Two (2) years of full-time or equivalent part-time paid professional human resources, payroll, bookkeeping or accounting experience.Substitution: Graduate coursework from a regionally accredited college or university may substitute for the required experience at the rate of one (1) year of experience for fifteen (15) semester hours of education.Promotional Only: Four (4) years of full-time or equivalent part-time paid experience as a Human Resources Associate.Note: A valid drivers license may be required.Other InformationOne year of full-time or equivalent part-time paid professional supervisory and/or management experience may substitute for the required experience on a year-for-year basis.
