Habitat Restoration Senior Project Manager

JOB SUMMARY • Coordinates and manages all aspects of complex habitat restoration projects on the Quinault, Queets/Clearwater and adjacent river systems related to salmon recovery and watershed health. Duties include team management, consultant contract development and management, environmental and geomorphic assessments, technical product delivery (design plans, specifications, etc.), permitting, procurement, implementation, outreach, effectiveness monitoring, grant management and generating applications for continuing funding.ESSENTIAL FUNCTIONS • Fully manage all aspects of large-scale river basin habitat restoration projects.• Advise senior management and Quinault Tribal Council on program needs and opportunities; compile reports on programs success and needs on a regular basis.• Develop habitat protection and restoration project proposals and identify priorities for the Quinault Nation. Coordinate and work with external project partners as appropriate to meet Quinault Nation restoration priorities.• Identify funding sources, write and submit grant for future restoration projects as directed by the Quinault Nation.• Track current grant and project progress including management of scope, schedule and budget. Fulfill reporting requirements of grant agencies including final reports.• Identify and coordinate with property owners to gain permissions, access and support for restoration projects.• Act as a representative of the Quinault Indian Nation in local and regional forums and on appropriate committees as needed.• Work with technical experts to identify, plan and coordinate monitoring activities to assess current system status and response to restoration treatments.• Provide regular oral and written updates and reports to policy bodies of the Quinault Indian Nation, senior staff and external partners regarding current and future activities.• Write technical reports and make presentations to technical and non-technical audiences.• Build and maintain relationships with public and/or private entities, agencies, organizations, and the public on matters appropriate to the areas of responsibility.• Coordinate with other units of the Nation to achieve overall objectives, priorities, and timeliness.• Maintain professionalism and composure when under pressure from high workload associated with managing complex projects and programs.• Have excellent verbal and written communication skills.• Work successfully as a technical lead or expert in multi-disciplinary technical teams in high-performance environments on highly visible habitat restoration and floodplain management projects.• Proficiency with databases, GIS software and productivity software including Microsoft and Google products for word processing, data analysis, data sharing and storage, presentations and virtual meetings.• Excellent interpersonal skills and experience working collaboratively and building trust with diverse groups.MINIMUM QUALIFICATIONS• Bachelor's degree in environmental science, environmental engineering, civil engineering, regional or environmental planning, natural resource management, landscape architecture or a related field.• Seven (7) years of experience as a core team member within a multi-disciplinary team designing, permitting and implementing complex habitat restoration projects.• Two (2) years of project manager experience with habitat restoration projects.• A combination of relevant education and related work experience may be considered.• Valid driver's license is required.• Must be able to successfully pass a background screening / investigation.KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of:• Advanced principles of watershed restoration (e.g. natural river processes) and natural resource issues facing Pacific Northwest Rivers and watersheds including ESA and other issues.• Advanced understanding of the natural processes that shape rivers and floodplains in the Pacific Northwest - e.g. hydraulics and hydrology, sediment transport, large wood dynamics, vegetative succession, etc.• Traditional forms of government and tribal customs and traditions.• Applicable federal, state, tribal laws, regulations, and requirements.• Tribal treaty rights specific to U.S. v. Washington ("Boldt Decision") treaty tribes.• Principles and practices of administration, financial, and personnel management.• Sources of federal, state, local, and private funding for the Nation's programs.Skill in:• Budget development and administration, financial planning, and cost control.• Statistical compilations and analysis.• Office productivity software and industry-related applications.• Working collaboratively and building trust with diverse groups.• Safe operation of motorized and human-powered watercraft• Correct English usage, grammar, spelling, and punctuation.Ability to:• Prepare and deliver reports and other documents that convey complex information in non-technical terms.• Prepare and submit grant proposals to various funding agencies pertinent to watershed and species recovery efforts.• Administer grants including reporting.• Develop and manage consultant and construction contracts, including quality assurance of consultant project tasks and deliverables.• Deal tactfully and courteously with diverse groups and team members, successfully managing conflict and building consensus to achieve project goals.• Clearly and concisely communicate technical information both in writing and orally to varied audiences.• Function independently, have a quick grasp of issues, exercise good judgement and initiative and keep co-workers and leadership updated as required.• Serve as technical advisor to senior management.• Prepare comprehensive and concise reports and plans.• Communicate effectively in written and oral form.• Speak persuasively before groups.• Interact and maintain good working relationships with individuals of varying social and cultural backgrounds.• Analyze situations and adopt appropriate courses of action.• Make solid decisions and exercise independent judgment.• Work in a fast-paced environment and meet deadlines.PHYSICAL DEMANDS & WORK ENVIRONMENT Physical Demands: While performing the duties of this job, the employee regularly is required to stand; sit; use hands to finger, handle, or feel; and talk or hear. The employee occasionally is required to walk; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and lift up to 100 pounds. Specific vision abilities include close vision and clarity of vision at long distance.Work Environment: Work is generally performed in an indoor/outdoor setting with occasional exposure to excessive noise; natural weather conditions; slippery and uneven surfaces, in-water work and hazardous/moving equipment or machinery. The use of protective clothing, equipment, devices, materials may be necessary. Overnight travel, evening, and/or weekend work is regularly required
