Our client, Urban Engineers, is hiring a Highway Department Manager to lead its South Jersey highway design group. This is a full-time, hybrid-eligible leadership role based in Cherry Hill, NJ, offering the chance to oversee a talented team, drive delivery on NJDOT and NJTA infrastructure projects, and play a visible role at one of the region’s most respected engineering firms.You’ll lead both project delivery and departmental operations — including oversight of an upcoming $100M NJDOT highway project transitioning to final design in Fall 2025. Urban’s highway team currently includes ~8 engineers and designers, and you’ll work closely with executive leadership to help grow the group and strengthen Urban’s position in the NJ market.Location: Based in Cherry Hill, NJ, with hybrid flexibility. Ideally 3 days/week in-office, but open to 2 for the right candidate.ResponsibilitiesOversee all aspects of the Highway Department, including staffing, performance reviews, QA/QC, and project deliveryLead the final design effort for a major NJDOT corridor project (~$100M construction value)Manage and mentor a team of engineers and designersServe as the senior liaison with NJDOT, NJTA, counties, and MPO clientsProvide technical guidance in geometrics, drainage, and corridor designSupport proposal efforts and business development strategy in the NJ marketCollaborate with senior leadership on department goals, resourcing, and long-term growthQualifications15+ years of highway/corridor design experience, including substantial NJDOT project deliveryStrong background in roadway geometrics, drainage, and NJDOT design standardsExperience managing teams, budgets, schedules, and client relationshipsComfortable leading multi-discipline projects (e.g., highway + traffic or structural components)Based in or near South Jersey, with ability to work in-office 2–3 days/weekBonus Points if You Have:Experience managing both technical delivery and department operationsFamiliarity with NJTA and MPO clients (NJTPA, SJTPO, counties)Interest in overseeing multiple technical groups (e.g., traffic and bridge, in addition to highway)20+ years of experience in highway engineering with leadership responsibilitiesPrior Urban Engineers experience or consultant-side NJDOT relationshipsWhy Urban Engineers?Urban is a 100% employee-owned firm and a Top Workplace in the Philadelphia region.
