Job Description

The Chief Nursing Officer is a licensed professional with twenty-four hours of responsibility and accountability for the emergency department and hospital. The Chief Nursing Officer will require knowledge and skills of leadership in administration, human resources management, fiscal management, effective communication, and interpersonal relationships. The Chief Nursing Officer will utilize knowledge derived from biological, physical, and social sciences to manage the delivery of patient care while maintaining quality, cost-effectiveness, and customer relations. The Chief Nursing Officer will provide patient care for all ages in compliance with policies/procedures and the standards of professional nursing practice as defined by the Board of Nurse Examiners for the State. POSITION REQUIREMENTS:·       A minimum of two years of full-time registered nurse-related experience in emergency services.·       A minimum of two years of nurse management experience. ·       Master’s degree in nursing is preferred. ·       Current Licensure with the State Board of Nurse Examiners. ·       Current Certifications- BCLS/CPR, ACLS, PALS or ENPC. ·     Educational requirements appropriate for meeting the age-specific needs of patients presenting to the emergency center, including neonates, infants, children, adolescents, adults, and geriatric patients, including emergency procedures required for stabilizing patients of all ages. ·       Validate clinical skills outlined in the orientation checklist and maintain annual clinical competency.·       Must be able to read, write, and speak English fluently.In preparation for hospital opening: ·       Establish and maintain contracts for clinical vendors. ·   Hire Facility Administrator and Business Development Manager, and oversee hiring of Patient Services Representatives·       Set up DEA services (Medication Administration).·       Oversee clinical hospital inventory.·       Possess knowledge of local/state hospital regulations.·       Receive and organize clinical materials.·       Hire and train clinical staff in roles, responsibilities, and policies and verify competencies.·       Develop by-laws, policies, and procedures.PRIMARY RESPONSIBILITIES·       Supervision: Supervise Registered Nurses, ER Techs, Radiology/CT Techs, Facility Administrator, and Business Development Manager, as well as other support staff in the emergency department and hospital.·       Clinical Management: Ensure the effective delivery of patient care safely, efficiently, and cost-effectively while providing excellent customer service.·       Human Resources: Partner with Human Resources on all operations. This will include but is not limited to, payroll, performance management, human capital management, and employee relations.·       Education: Orient new hires and meet their training and education needs. Function as a clinical resource for all employees.·       Scheduling: Maintain staff schedules, making changes to meet the department's needs.·       Supplies/Medications: Maintain a par level for supplies and medications. Order supplies and medications or delegate ordering while maintaining cost-effective measures.·       Patient Satisfaction: Maintain a high level of patient satisfaction. Investigate and resolve patient complaints or direct complaints to the medical director if needed.·       Patient Care: Provide patient care to all ages safely, efficiently, and cost-effectively. Ability to perform head-to-toe assessments and psycho-social assessments on all patients and perform reassessments as per departmental policy. Ability to prioritize needs based on assessments. Accurately assigns the five (5) level triage categories to ensure timely and appropriate patient care.1.    Communication: Communicate courteously and professionally with patients, families, physicians, and other personnel.2.    Cleanliness: Maintain a clean working environment.3.    Staff Development: Ensure staff licensure remains current. Lead staff meetings and performance improvement activities.4.    Organizational Support: Follow policies and procedures. Support the organization’s goals and values. Display willingness to make decisions and sound, accurate judgment in the organization's best interest. 5.    Other: Perform other duties, tasks, and projects as the Medical Director assigns, including working at least 2 RN shifts per month.WORKING CONDITIONS·       Physical Demands—While performing the duties of this job, the employee must lift and move up to fifty pounds with good body mechanics. Employees are frequently required to stand and walk for up to 8 hours, with frequent bending and twisting motions.·       Adverse/Hazardous Conditions - Potential injuries from physical efforts and chemical irritants. Potential exposure to body fluids and infectious diseases.
