Executive Director of Procurement and ContractsThe Executive Director of Procurement and Contracts is responsible for leading, directing, and optimizing all aspects of procurement, strategic sourcing, supplier management, and contracting within Health Network. This role ensures cost-effective purchasing strategies, compliance with regulations, and the development of vendor partnerships that enhance operational efficiency. The Executive Director will work closely with senior leadership, department heads, and external stakeholders to ensure procurement and contracting processes support the organization’s financial goals and patient care initiatives.Essential Job Functions & Accountabilities:Develops and implements a comprehensive procurement and contracting strategy that aligns with the health system’s financial and operational objectives.Oversees purchasing operations, ensuring cost-effectiveness, efficiency, and compliance with legal and regulatory requirements.Establishes and maintains strong relationships with suppliers and vendors to negotiate optimal pricing, service agreements, and strategic partnerships.Ensures all contracts are negotiated, executed, and managed in accordance with organizational policies, regulatory guidelines, and industry best practices.Identifies opportunities for cost savings and process improvements through data analysis, benchmarking, and strategic sourcing.Leverages procurement technologies and systems to streamline purchasing, contract management, and supplier performance tracking.Partners with clinical, operational, and financial leaders to align procurement and contracting strategies with patient care and organizational goals.Assesses potential risks in procurement and contracting, develops mitigation strategies to safeguard the health system’s interests.Leads and mentors a high-performing procurement and contracting team, fostering a culture of excellence, accountability, and innovation.Conducts research and provides benchmarks to identify contracting opportunities for expense reduction in support of the Value Analysis Teams.Prepares department operating budgets on an annual basis and monitors areas of responsibility for compliance.Acts as a liaison to foster collaboration across departments to drive cost savings, efficiency, and improved patient care outcomes.Required Qualifications:Bachelor’s degree in Business Administration, Supply Chain Management, Healthcare Administration, or a related field.10 years of progressive experience in procurement, supply chain management, or contracting to include the below:Proven leadership experience with a track record of driving cost savings and operational efficiencies.Experience with procurement technologies, enterprise resource planning (ERP) systems, and contract management software.Preferred Qualifications:Juris Doctorate or Master’s degree in Business Administration, Supply Chain Management, Healthcare Administration, or a related field.Certifications in government procurement. National or State Certification (NCMA (CCCM/CPCM) or TX Comptroller CTCD/CTCM).10 plus years of experience in the public contracting area, with experience in preparing bid solicitations, and negotiation and documentation of contracts in a healthcare system and/or government environment.Membership in AHRMM or AHVAP.
