Crystal Clean offers competitive compensation, excellent benefits, and opportunities for advancement.   Position Summary The Certified Payroll Reporting Specialist is responsible for preparing, reviewing, and submitting accurate certified payroll reports in accordance with Davis-Bacon Act, state prevailing wage laws, and apprenticeship requirements. This role ensures full compliance across federal and multi-state projects and acts as a key liaison between internal departments, unions, compliance agencies, and contractors. The ideal candidate is detail-oriented, highly organized, and well-versed in certified payroll regulations and reporting platforms. Essential Duties & Responsibilities Prepare and submit certified payroll reports for federal, California DIR, and multi-state public works projects in a timely and accurate manner. Ensure compliance with applicable labor laws, including the Davis-Bacon Act, state prevailing wage laws, and apprenticeship standards. Submit and manage compliance documentation such as DAS forms, fringe benefit statements, CAC Training Fund invoices, and apprenticeship dispatch records. Maintain and update certified payroll and compliance data in third-party platforms including: DIR LCPtracker Prism L&I eMars Elation Systems Monitor and respond to certified payroll-related inquiries from internal teams, clients, compliance consultants, project managers, and government agencies. Track and maintain proper documentation for certified payroll, fringe benefits, union contributions, and apprenticeship records. Collaborate with union representatives and the project leads to confirming proper wage classifications, fringe allocations, and training fund contributions. Prepare and submit CAC Training Fund invoices and track payments accordingly. Support internal and external audits by gathering and providing certified payroll documentation and reports. Stay current on evolving wage determinations, apprenticeship ratios, and labor compliance regulations. Serve as a point of contact for certified payroll matters involving clients, general contractors, operations teams, and legal representatives. Perform additional tasks assigned by Payroll Supervisor or HR management. Qualifications Core Competencies Strong organizational skills with excellent attention to detail Ability to manage sensitive and confidential payroll data with discretion Clear and professional written and verbal communication Problem-solving mindset with the ability to work under deadlines Strong interpersonal skills with a collaborative, team-oriented approach Commitment to compliance and continuous learning Education & Experience Minimum 2 years of payroll experience required, preferably in a certified payroll or prevailing wage role Direct experience with certified payroll reporting for public works or government-funded projects preferred Familiarity with ADP, LCP tracker, DIR, eMars, Elation Systems, and other compliance platforms is a plus Experience with union payroll and apprenticeship documentation strongly preferred Technical Skills Proficiency in Microsoft Office Suite (particularly Excel and Outlook) Working knowledge of payroll systems Understanding of the Davis-Bacon Act, California DIR requirements, prevailing wage laws, and apprenticeship program standards Work Environment: While performing essential duties of this position an individual regularly works indoors, and may be required to sit for long periods. Individual will be required to regularly talk, hear, see and often reach with hands, stand, walk, use a computer keyboard, mouse, telephone, and other office equipment.
