Your RoleRead on to find out what you will need to succeed in this position, including skills, qualifications, and experience.The Privacy Office team is responsible for development, implementation, and oversight of Blue Shield's Privacy Program. The Privacy Program ensures that Blue Shield and its affiliated covered entities, including Blue Shield of California Promise Health Plan, are in compliance with state and federal privacy laws and regulations, including the Health Insurance Portability and Accountability Act of 1996 (HIPAA), the Health Information Technology for Economic and Clinical Health Act of 2009 (HITECH), and California's Confidentiality of Medical Information Act (CMIA). The Privacy Program Specialist, Senior Analyst reports to the Privacy Office Sr. Manager or Director and plays an essential role in advancing and enforcing Blue Shield's Privacy Program. Your WorkIn this role, you will: Provide administrative and tactical support for the Privacy Office by assisting with privacy investigations and breaches, timely and accurately log all incoming privacy-related work, using appropriate internal documentation methods, and assign work to the Privacy Office Team Support and assist the Privacy Office to define and achieve Privacy Program annual strategic goals, maturation, and ongoing tactical implementation of the corporate Privacy Program Assist individuals who contact the Privacy Office with privacy-related questions or concerns, internal inquiries, project proposals. Coordinate with internal clients as appropriate Draft investigation-related documentation, such as initial and subsequently updated regulatory notifications, contractual notifications, breach notification letters to impacted individuals and others requiring notification of privacy incidents Acknowledge complaints submitted by regulatory agencies, including the Office for Civil Rights, and act as a liaison with regulatory enforcement agencies and the Office for Civil Rights investigators Organize case-related data received from internal and external parties, including making requests internally for additional data support in order to compile complete and accurate impacted member data/spreadsheets Respond to Blue Shield workforce member inquiries about Blue Shield privacy policies, procedures, and privacy-related compliance mattersYour Knowledge and Experience Bachelor's Degree or equivalent experience and Requires a minimum of 5 years of prior relevant experience Prior experience in healthcare, legal services, privacy, audit, investigative services, systems or operations support, corporate training, or another related field Requires excellent organizational skills Strong independent judgment, problem-solving, critical and analytical thinking skills, including an exceptional "moral compass" and work ethic Ability to work collaboratively in a team, perform duties with minimal supervision, multi-task, and to deliver a quality work product in a highly regulated, demanding, and constantly changing corporate environment Proficient in Microsoft Word, Access, Excel, PowerPoint, and Outlook Project management or similar experience preferred Knowledge of state and federal privacy laws, including HIPAA/HITECH, CMIA, and privacy related consumer protections laws, such as the Telephone Consumer Protection Act (TCPA) Knowledge of Department of Health Care Services (DHCS) privacy requirements for Medi-Cal Managed Care Health Plans and Centers for Medicare or Medi-Cal and Medicaid (CMS) Medicare or Medi-Cal Managed Care Plans Experience and knowledge of compliance or privacy incident management software
