Position OverviewThe Payroll Administrator is responsible for the weekly processing of payroll, maintenance of all records, union fringes & dues reporting, compliance with Davis Bacon & NYS Prevailing Wage Requirements, preparation of certified payrolls, preparation of all government reporting, administering non-union benefits and responding to audits. Also includes some non-payroll duties.Key Payroll ResponsibilitiesOnboard new employees and complete necessary government reportingSetup and maintain compliant employee filesSetup payroll information for each job to ensure appropriate prevailing wage and union reciprocitySetup and maintain union craft wages database in payroll systemUnderstand all union collective bargaining agreements and regularly update comparison chart.Collect time sheets weeklyEnsure accurate posting of hours to payroll systemAnalyze and review timecards to ensure compliance with union rules and legal requirementsEnsure consistent interpretation of union rules and hours issuesEnsure compliance with prevailing wage requirements - both NYS and Davis BaconProcess payroll and review for accuracyPrint and distribute payroll checks and process direct depositsDeposit federal and state payroll taxes in compliance with all due datesPrepare and distribute certified payroll reportsReconcile all payroll GL accounts monthlyPrepare all union fringe benefits and dues reports timely and coordinate payment with accounts payablePrepare all required quarterly and annual government reportsComplete annual reconciliation of all payroll accountsPrepare W-2s and ACA formsTimely respond to audit requests from union benefit funds and government agenciesTrack vacation time utilization for non-union employeesAdminister benefits for non-union employeesAnnually update payroll procedures in response to new provisions in collective bargaining agreementsAnnually update all rates in payroll system in response to annual CBA increases and changes in prevailing wageTrack subcontractor certified payrolls and ensure subcontractor compliance with prevailing wage requirementsAdminister any other necessary payroll and benefits related tasksOther Roles/ResponsibilitiesGeneral office tasksPlan company Christmas partyManage distribution of Christmas hams every yearAssist safety director with planning of annual company safety meetingManage all DMV complianceKeep updated list of vehicles and trailersRegister new vehicles and trailersRenew registrations and permits for all vehicles and trailersManage all company DMV interactionsPerform all bookkeeping for affiliate concrete recycling companyDaily reconcile sold materials and prepare invoicesPost cash receiptsPost payables invoices and print checksSubmit hours to payroll serviceRecord payroll with journal entriesManage intercompany receivables and payables with UCCPerform all account reconciliationsPrepare financial statementsBenefits401k Plan with 15% of pay employer profit sharing contribution after 1 year of serviceFull health insurance fully funded by the employer for all policy types.
