Property Manager Job DutiesBelow covers everything you need to know about what this opportunity entails, as well as what is expected from applicants.This Orange Tree apartment property is located in Compton, CA and consists of 21 units, all of which are two- and three-bedroom apartments. It is a 100% tax credit community.Due to the small size of the property, we are seeking a candidate who can take on a blended role:50% Community Manager25% Maintenance Technician25% JanitorialThe position requires living on-site in a two-bedroom, one-bath apartment.Typical maintenance responsibilities include:Unclogging drainsReplacing P-traps, faucets, and garbage disposalsReplacing light fixtures, bulbs, smoke detectors, outlets, and switchesReplacing thermostats and HVAC filtersPerforming painting and drywall repairsMaintaining cleanliness of the communityThe role includes 30 hours per week at Orange Tree Village and 10 floating hours at nearby properties.Reports to Regional Property Manager.What we offer:Salary: $22.00 to $24.00 per hour2-bedroom, 1-bath apartment to live on-siteMedical, Dental, Vision, Life, and 401k with employer matchPaid vacation and 15 paid company holidaysFull time: 40 hours per weekSchedule: Monday to Friday, 8-5pm (on-site 30 hours and 10 hours at a nearby property)Job DutiesThe Community Manager/Maintenance Technician is fully accountable for all day-to-day property operations, overseeing and enhancing the value of the property. The Community Manager/Maintenance Technician is responsible for performing maintenance and other duties that ensure the preservation and upkeep of the buildings, fixtures, and resident spaces. This position is a key member of the customer service team and must exercise strong customer service skills to maintain a high level of resident satisfaction.FinancialDemonstrate ability to understand financial goals and operate the asset in the owner's best interest in accordance with the Policies & Procedures ManualMaintain accurate records of all community transactions and submit them in a timely manner (i.e., rent rolls, delinquency reports, move-in/move-outs, etc.)Prepare annual budgets and income projections in a timely and accurate mannerEnsure that all rents and late fees/check charges are collected, posted, and deposited in a timely mannerGenerate necessary legal actions, documents, and processes in accordance with Landlord/Tenant Law, Fair Housing Laws, and company guidelinesProvide ongoing vendor/contractor communications concerning scheduling, billing, vendor relations, and certificates of insuranceEnsure invoices are accurately processed for approval and payment by the corporate office. Manage petty cash and all fundsLeasingEnsure property is rented to fullest capacity and minimize lost rentUtilize the Yardi leasing workflow process from initial contact through approval/denial of tenancy and move-inUse marketing strategies to secure prospective residentsConfirm that leasing staff techniques are effective in qualifying and securing future residentsEnsure leasing staff gather competitive market data and maintain market comparison filesMonitor and analyze traffic logs, conversion ratios, budget guidelines, renewal information, and marketing data to provide accurate updatesRepresent the company in a professional manner at all timesAdministrativePrepare and implement procedures within company guidelines to ensure orderly, efficient workflowMaintain working knowledge of California landlord/tenant law, and common procedures and noticesConfirm that all leases and related paperwork are completed and entered into the software system accurately and timelyEnsure current resident files are maintained and organized properlyEnsure administrative paperwork is accurate, complete, and submitted on timeEnsure compliance with all applicable affordable housing programsLead emergency response efforts for the community. Ensure proper handling of all emergencies involving staff, residents, buildings, etc., within company guidelines to minimize liabilityResident RetentionAddress resident concerns and requests promptly to ensure satisfactionParticipate in or coordinate resident social service programs and activitiesDevelop or implement resident retention programs (e.g., events, special promotions, newsletters)Ensure timely distribution of community-issued notices (e.g., emergency, weather-related)Consistently implement and enforce community policiesReview and respond to all emails within 24 hoursSafetyEnsure compliance with all local, state, federal, and company safety rulesPromptly address and correct unsafe conditionsReinforce a "safety-first" culture among staffMaintenance Technician DutiesMaintain community appearance and ensure timely completion of repairs through regular inspections and toursEnsure quality and readiness of market-ready apartmentsConduct daily inspections of models and available units; report service needsFollow service request procedures: log requests, communicate with maintenance, provide resident updates, and follow up for satisfactionInspect property and equipment daily to determine service needs, tools required, and staffingRespond to service requests promptly and document work accuratelyImplement and supervise Preventive Maintenance programReview and update preventive maintenance schedules quarterly, semi-annually, and annuallySubmit monthly property safety inspection reportsSupport unit turnover, perform repairs or renovations, and obtain bids for outsourced workOversee contracted projects to ensure specification adherenceManage inventory of maintenance supplies and toolsUse safety gear and equipment appropriately (e.g., gloves, eye protection, masks)Track labor and material costs and report to ownership or managementEvaluate and submit contract bids with recommendationsRespond to emergency calls 24/7; provide on-call service in rotationArrange alternate on-call coverage during vacations or absencesSupport safety and security measures at the propertyMaintain a clean and organized maintenance shopMaintain professional and courteous interactions with residentsAssess situations requiring assistance or specialized equipment and respond accordinglyCommunicate with vendors to ensure efficient property operationsTroubleshoot and repair HVAC, appliances, and electrical/plumbing issuesDiagnose and repair difficult-to-reach equipment or appliancesRe-key locks and cut keysPerform carpentry and drywall repairsMaintain cleanliness of property (trash removal, hallway upkeep)Monitor inventory and request supply replenishments as neededOperate power machinery safelyTravel locally as neededKeep cell phone on during work hours and while on callPerform janitorial tasks to support property cleanlinessPerform other duties as assignedPreferred Experience/QualificationsCollege degree preferredCertified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferredMinimum 2 years on-site as Assistant Property Manager, or 3 years of relevant supervisory experience with certificationsAffordable housing experience preferred, especially HUD Project-Based Section 8Fair Housing certification required prior to resident interactionProficiency in Microsoft Office Suite, property management software, internet research, and emailKnowledge of OSHA regulationsValid driver's license, reliable transportation, and current auto insurance requiredWillingness to participate in training for new programs, laws, and projectsAbility to work evenings and weekends on-call as neededExcellent command of English: grammar, spelling, writing, proofreading, and professional communicationNeat, clean, and professional appearanceCompliance with all policies outlined in the Employee HandbookAbout Us:Join a Team That Makes a Difference - WSH ManagementFor over 25 years, WSH Management has been a trusted leader in managing senior and multifamily apartment communities across California.
