This role leads internal preconstruction staff (Estimators, Junior Estimators, Preconstruction Administrators) and partners with operations, design teams, and trade contractors to achieve accurate scope coverage, disciplined pricing, and reliable proposals. The Senior Estimator oversees quantity takeoffs, scope development, proposal leveling, risk assessment, and bid-day execution while fostering a high-performance culture. This position requires leadership, technical expertise, and the ability to manage multiple estimates across diverse markets simultaneously. It offers the opportunity to make a lasting impact on Rogers & Willard's success while advancing long-term career growth within the company*.**Roles and Responsibilities**Estimating & Scope Development (Core)** Lead the end-to-end estimate build for hard-bid (primary), GMP, and cost-plus pursuits across CSI Divisions 1-16.* Perform and/or direct detailed quantity takeoffs (Bluebeam) and develop scope sheets by trade; ensure complete CSI coverage.* Produce a clear Basis of Estimate (BOE): assumptions, inclusions/exclusions, means & methods, logistics, phasing, work hours/shift assumptions, and escalation rationale.* Build General Conditions bottoms-up (staffing plan, temporary utilities, site logistics, QA/QC/testing, safety, cleaning, layout, protection) tied to a draft schedule duration.* Validate allowances and alternates with spec/page references; capture unit prices and breakouts required by the Instructions to Bidders.*Estimate QA/QC & Accuracy Controls** Run a tiered review cadence (30% / 60% / 90% / 100%):* _30% (Day 3):_ Page-flip/scope alignment; confirm sub/vendor invite list; issue initial RFIs.* _60% (Day 6):_ Scope sheets & clarifications due from subs/vendors; first-draft estimate for General Conditions and proposed schedule duration completed; incorporate all addenda to date.* _90% (Bid-2):_ Reconcile takeoffs and quotes; finalize pricing, allowances/alternates.* _100% (Bid Day):_ Final read-down and compliance check; submit.* Conduct independent checks on high-risk scopes (sitework, concrete, utilities, MEP, etc.) via peer/second-pass takeoff or benchmark validation.* Level proposals (apples-to-apples) with a bid tab: confirm inclusions, exclusions, temporary facilities, permits/fees, closeout, testing, warranties, and lead times.* Benchmark against historical costs and market databases; investigate any variance > ±10% and document resolution in the BOE.* Confirm compliance with Instructions to Bidders: addenda acknowledgments, bid bonds/security, forms, alternates, unit prices, subcontractor listing, and delivery method requirements.* Maintain an RFI Tracking Log; integrate responses into the estimate and note cost/schedule impacts.*Bid-Day Management & Submission** Direct bid-day operations: live quote tracking, clarifications, last-minute scope gap closure, and final risk/margin decisions.* Produce a complete submission package (pricing, forms, narratives, schedule exhibits, assumptions/clarifications) and ensure timely delivery through the specified portal/email/sealed method.*Risk, Contingency & Commercial Terms** Develop a risk register per pursuit (design gaps, site/access, utilities, long-lead procurement, market volatility); assign probability/impact and mitigation.* Establish contingency methodology (by risk, by package, by % of uncertain quantities) and document rationale in the BOE.* Validate bonding, insurance riders, permits/fees, liquidated damages, certified payroll and other commercial requirements; cost them appropriately.*Subcontractor/Vendor Strategy & Coverage** Build and maintain coverage depth by trade; recruit new subs/vendors to improve competitiveness and capacity.* Issue clear invitations and scope sheets; require written clarifications by the Day 6 milestone to surface gaps early.* Conduct post-bid debriefs with key trades; capture lessons learned for future pursuits.*Schedule & Constructability Interface** Align staffing and general conditions to a draft schedule; validate durations with Operations.* Lead constructability/means-and-methods reviews early; document cost impacts from sequencing, access, logistics, and seasonal/weather constraints.*Handoff to Operations / Buyout Support** Provide a clean estimate handoff: BOE, bid tabs, scope sheets, alternates/allowances, RFI log, addenda log, risk register, and a procurement priority list (long-leads).* Support buyout with scope exhibits, leveling notes, and pricing reconciliation; participate in VE and early procurement strategies.*Process, Templates & Data Governance** Maintain and improve estimating templates (Excel/Sage), CSI-aligned WBS, scope sheets, risk/contingency models, and proposal forms.* Lead annual takeoff template updates and quarterly cost-data reviews; curate a vetted historical cost database.* Use the Preconstruction Tracking Log to manage pursuits and assign follow-ups; ensure version control and audit trails.*Leadership & Team Development** Supervise 2 Estimators, 1 Junior Estimator, and 1 Pre-Construction Administrator (growth expected).* Provide day-to-day coaching; conduct quarterly/annual reviews; set training plans; reinforce a culture that celebrates wins and treats losses as learning.* Model R&W's core values and EOS discipline (Rocks, Scorecard, IDS, L10 cadence).*Experience and Qualifications** 7-10+ years of commercial estimating with a general contractor; strong hard-bid experience required; GMP/cost-plus experience preferred.* Mastery of quantity takeoff and scope development across CSI Divisions 1-16.* Proficiency with Excel/Sage Estimating (or equivalent), Bluebeam, BuildingConnected; familiarity with Procore for coordination/handoff.* Demonstrated success implementing estimate QA/QC, bid-day procedures, proposal leveling, and BOE documentation.* Working knowledge of schedule logic and how durations drive staffing/general conditions.* Strong commercial literacy: bonds, insurance endorsements, permits/fees, LDs, certified payroll.* Excellent communication and negotiation skills; calm and decisive under bid-day pressure.* Bachelor's in Construction Management, Engineering, Architecture, or equivalent experience.* Willingness to travel for pre-bid walks, sub/vendor visits, and client presentations as needed.*Key Performance Indicators (Examples)** Estimate Accuracy at award within ±5% (with variance explanations).* Coverage quality by key trades;
