This role will have full ownership of bid strategy, pricing accuracy, and team leadership, partnering closely with operations and executive leadership to support growth and margin objectives.The ideal candidate brings deep estimating leadership experience within WWTP, underground utilities, or similar heavy civil scopes, and is comfortable managing complex pursuits from concept through final proposal.Key ResponsibilitiesLead all estimating and preconstruction activities for water/wastewater plants, underground utilities, pump stations, lift stations, and civil infrastructure projectsEstablish bid strategies, review risk profiles, and drive accurate, competitive pricing aligned with company margin targetsOversee the preparation of detailed cost estimates, takeoffs, schedules, and subcontractor scopesManage, mentor, and develop estimators and preconstruction staffCoordinate with operations, project management, and field leadership to ensure constructability and cost alignmentLead subcontractor and vendor outreach, scope reviews, and bid levelingParticipate in executive"‘level go/no"‘go decisions and long"‘range preconstruction planningSupport client presentations, value engineering, and alternative delivery discussions as neededRequired Experience & Qualifications10+ years of estimating experience within civil construction, with proven leadership at a senior or chief levelStrong background in WWTP, underground utilities, or closely related civil infrastructure projectsExperience estimating projects ranging from $10M+ in valueDemonstrated ability to lead teams, set standards, and improve estimating processesStrong understanding of civil means and methods, risk management, and cost driversProficiency with estimating and preconstruction tools such as HCSS HeavyBid, Bluebeam, Excel, WinEst, xijylhu Procore, and scheduling software (P6 or MS Project)Excellent communication skills with the ability to engage executives, clients, and project teamsPreferred ExperienceTexas market experience (municipal, county, or utility district work)Design"‘build, CMAR, or alternative delivery exposureBackground collaborating closely with operations on self"‘perform scopesWhat's OfferedSenior leadership role with direct impact on company growth and profitabilityCompetitive compensation package with performance incentivesLong"‘term career path and executive visibilityOpportunity to lead marquee water and utility infrastructure projects across Texas
