The Director of Human Resources (People Director) will lead the evolution of TCCE's culture by creating a workplace centered on strong hiring practices, employee development, and competitive total rewards. This role is responsible for building and executing people strategies that ensure the company can attract, develop, and retain a high-performing workforce to support ongoing construction operations and growth.If you are interested in applying for this job, please make sure you meet the following requirements as listed below.Key Focus AreasTalent Acquisition & Workforce StrategyLead and improve recruiting strategies for field and corporate rolesBuild workforce pipelines (referrals, partnerships, training programs)Align hiring plans with project demands and workforce forecastingTrack and improve hiring metrics (time-to-fill, quality of hire)Benefits, Compensation & Total RewardsOversee employee benefits programs (health, retirement, fringe benefits)Ensure compliance with ERISA, ACA, COBRA, and state regulationsPartner with brokers and Finance to manage costs and plan designSupport competitive compensation and incentive structuresEnsure compliance with prevailing wage and fringe requirementsTraining, Development & Workforce GrowthDevelop structured onboarding and training programsImplement workforce development initiatives for field employeesSupport leadership development for supervisors and managersCreate career paths and succession planning strategiesAdditional ResponsibilitiesOversee employee relations, performance management, and HR operationsEnsure compliance with federal and state employment laws (FLSA, FMLA, ADA, EEO)Partner with Safety and Operations to support a strong safety cultureSupport HR systems and process improvementsQualifications xijylhu Bachelor's degree in human resources, Business, Administration or related field10+ years of progressive HR experience, including at least 2 years in a management or supervisory role.Experience in construction, field operations, or multi-site environments preferredStrong knowledge of MD/VA/DC employment lawsExperience managing recruiting, benefits, and training programsSHRM-SCP, SPHR, or similar certificationPreferredExperience with prevailing wage and fringe benefitsExperience supporting multi-entity organizations
