Marketing StatementInterested in learning more about this job Scroll down and find out what skills, experience and educational qualifications are needed.Under general supervision of the Supervisor of Owner Services, completes detailed analyses of the Philadelphia-area rental markets and maintains the database used to determine rents for PHA-assisted units .Also provides recommendations and guidance on establishing payment standards and assessing rent trends in the Philadelphia rental market; frequently interacts with landlords and negotiate rent for PHA-assisted units.The salary range for this position is $53,659 - $67,073 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.QualificationsMINIMUM QUALIFICATIONS:Education, Training and Experience Guidelines: Bachelor's degree in Public or Business Administration, or a related field; AND three (3) or more years of experience in residential real estate in the City of Philadelphia; OR an equivalent combination of education and experience. Required Knowledge of:HUD Regulations; and PHA and MTW policies and procedures; Principles and practices of assisted housing and HCV management; Federal and State regulations governing public housing and the Fair Housing Act; Resident selection procedures, and social and economic problems involved in public housing and methods utilized for solution; Methods, procedures, and standards for maintaining rent collection, leasing and inspection records; Principles and practices of management, organization and administration; Conflict resolution management techniques; General office practices and equipment; Standard computer software applications.Required Skill in:Overseeing and coordinating operations and administrative functions; Ensuring compliance with regulations governing HUD operations; Operating a personal computer utilizing standard and specialized software; Operating business machines and accounting software, including data processing systems and spreadsheet programs such as Excel and Lotus; Effective verbal and written communication; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with staff, PHA departments, employee groups, management, residents and the general public.LICENSE AND CERTIFICATION REQUIREMENTS: May require possession of a valid Commonwealth of Pennsylvania Class C Drivers License.Within the first year of tenure in the position, must pass the HCV Specialist Certification (training and test at Philadelphia Housing Authority's expense).ResponsibilitiesDetermines sample sizes, including unit size, location, building type of market-rate units for PHA's rent reasonableness database; Maintains a database of Philadelphia-area rental units comparable to those rented by PHA-assisted tenants for use in the reasonable rent determination process; Performs surveys and collects data of vacant and occupied market-rate rental housing units in the City of Philadelphia; Conducts preliminary research on unit features and amenities and enters unit information into the RR database. Units include but are not limited to units in large multi-family developments, two to three family units and single-family homes; Arranges showing of vacant units and interviews property owners/managers; Photographs market-rate rental units and address signs; Conducts exterior and interior inspection of units and completes unit features forms for entry into the RR database; Contacts property owners and managers by telephone, email or in person to gather basic information on specific unit rents and general characteristics. Additional sources from which the Market Analyst may identify rental units include, but are not limited to: Local newspapers; Internet sites; Real estate offices with rental listings; Walk-by signs; Bulletin boards in high traffic locations (such as retail shops, community centers, and religious institutions); Landlord associations; Provides training and guidance to staff in collecting data for market-rate rental housing units; Reviews and analyzes data to identify trends in the Philadelphia rental market, specifically rental costs; Recommends strategies to improve PHA's rent reasonableness determination process; Determines reasonable rent for new rental contracts and landlord-requested rent increases in accordance with PHA and HUD policies; Negotiates contract rent with landlords whose rental costs are above what PHA deems is reasonable; Proposes and implement policies related to contract rent determinations, landlord-requested rent increases, and payment standards; Reviews HUD notices and guidance related to the rent reasonableness and rent determination processes; Works with Managers and Leased Housing Director to educate Leased Housing Staff on the rent reasonableness process; Prepares correspondence and reports including but not limited to rent determination, reasonable rent, rent trends; Attends meetings and training; and Performs other related duties as assigned; Attends meetings and trainings; and keeps manager informed of accounting issues as needed; Stays abreast of new trends and innovations in the field of property management; Performs related duties and responsibilities as assigned.How To ApplyAll applications will be accepted through the Philadelphia Housing Authority's Jobs Board at StatementAbout the Philadelphia Housing Authority (PHA)Established in 1937, and with an employment workforce of over 1,100, the Philadelphia Housing Authority is a municipal agency providing public housing services to over 76,000 residents in the city of Philadelphia, Pennsylvania.Financial support for Authority operations and capital needs comes primarily from rent payments and subsidies provided by the U.S. Department of Housing and Urban Development (HUD).
