We are currently seeking a highly skilled and certified Base Telecommunications System (BTS) Manager to lead our on-site team at Dover Air Force Base in support of the 436th Communications Squadron (436 CS). This position is full time on site in Dover, Delaware.Apply (by clicking the relevant button) after checking through all the related job information below.*REQUIRED CERTIFICATIONS:** Must possess and maintain a current, *DoD 8570 IAT Level II Certification* (e.g., CompTIA Security+ CE, CCNA Security, or CySA+).* Must possess the most current Original Equipment Manufacturer (OEM) training and certification for Avaya Call Manager (CM8).*REQUIRED QUALIFICATIONS:** Must be fully proficient in understanding, reading, writing, and speaking English.* Must be able to pass a Criminal Background Investigation and meet all requirements to obtain and maintain a Common Access Card (CAC) and unescorted base access.* Demonstrated experience managing enterprise-level DoD telecommunications switching systems, inside/outside plant (ISP/OSP) maintenance, and technical teams.*PREFERRED EXPERIENCE: ** Prior experience supporting Air Force Communications Squadrons.* Familiarity with the Cyberspace Infrastructure Planning System (CIPS) and Work Order Management System (WOMS).* Experience configuring and maintaining Session Initiation Protocol (SIP) trunks and Primary Rate Interfaces (PRI).*JOB RESPONSIBILITIES: *The BTS Manager serves as the primary on-site Contract Manager and designated "Key Personnel" for the Dover AFB Base Telecommunications System (BTS) Operations and Maintenance (O&M) contract. In this leadership role, you will oversee a dedicated team of telecommunications operators and field technicians, ensuring the continuous, highly reliable operation of the base's voice and data networks. You will be the primary liaison between CNC and the Government Contracting Officer Representative (COR), responsible for everything from switch administration and outage restoration to strict administrative compliance.* *System Administration:* Perform complete operations and maintenance (O&M) on the Avaya Local Session Controller (LSC) , IX Voicemail suite , and Sonus Session Border Controllers (SBC).* *Team Leadership:* Direct daily operations for a team of at least six personnel (including switch operators and field technicians) , ensuring 24/7/365 coverage for outages and emergencies.* *Performance Management:* Ensure system availability meets strict Service Delivery Summary (SDS) thresholds, including preventing any switching system downtime from exceeding 5 minutes per month .* *Outage & Work Order Execution:* Manage the triage and dispatch of technicians to resolve Emergency outages within 2 hours, Priority within 6 hours, and Routine within 24 hours .
