This CFO position is central to municipal operations, with direct oversight of finance, tax collection, and assessment functions. Work in close partnership with leadership boards and commissions, ensuring your expertise directly informs long-term planning and decision-making. Recent capital improvements and infrastructure projects reflect a forward-looking approach and a commitment to continuous enhancement of public services. The CFO's contributions are both strategic and tangible, with results seen in schools, public services, and quality-of-life initiatives. Responsibilities of Controller: Acts as the second in command to the CFO and assumes CFO responsibilities in their absence. Performs treasury functions as needed. Advises departments on budget matters to promote efficiency and expenditure control. Analyzes fund expenditures against appropriations and contracts. Assists CFO in maintaining and supervising general accounting systems per Town Charter and regulations. Helps establish priorities in organizing and supervising work in accounting, budgeting, financial planning, and treasury. Prepares annual budget recommendations and assists with budget processes. Supports external auditors by compiling necessary statistical and program information. Maintains office procedures and develops financial policies for other departments. Audits petty cash funds annually and ensures compliance with reporting requirements for grants. Oversees posting of journal entries, balance sheet accounting, and internal audits of expenditures and revenues. Performs payroll, accounts receivable, and accounts payable functions as needed. Prepares monthly, quarterly, and annual financial reports, including the comprehensive annual financial report. Reviews purchase orders and payment vouchers for accuracy, coding, and compliance with adopted budgets. Regularly reviews accounting processes, procedures, and internal controls for adequacy and improvement. Acts as the primary liaison with external auditors and prepares financial statements, notes, and supporting schedules. Trains, supervises, and evaluates staff performance. Maintains and updates account coding systems as needed. Performs special projects and research for upper management Preferred Experience of Controller: Bachelor's degree in Accounting or Public/Business Administration with equivalent experience. Eight (8) years of finance or related experience, with at least three (3) years in a supervisory role. Experience in municipal, governmental, or non-profit organizations strongly preferred. Demonstrated expertise in financial reporting, analysis, and fiscal administration. Thorough knowledge of Munis financial system or equivalent ERP system (Oracle, SAP, etc.).
