The Accounting Analyst, under the supervision of the Chief Financial Officer, will perform complex professional budgetary, financial, economic, accounting, and statistical analysis related to the District's financial functions; evaluate cost and performance data. The successful candidate will have strong leadership skills, possess strong communication and presentation skills, and enjoy working in interdisciplinary teams. General Duties and Responsibilities: Develops and interprets complex financial reports, performance tracking, analytical modeling for revenue and asset replacement forecasts to provide decision support for the Chief Financial Officer. Forecasts and reviews general revenues and expenditures. Prepares and administers complex contracts, grant applications and/or debt issues. Performs research and analysis of legislative issues, requirements or new procedures and prepare reports on their impact to District operations. Performs complex financial calculations and analysis; prepare comprehensive financial studies, statistics, statements, and reports. Assists in the development of accounting and audit control methods, systems and procedures to comply with accounting procedures, laws, ordinances and regulations, including the development of formal statements of procedures for current accounting practices. Conducts complex financial analysis and prepare summary reports, spreadsheets, and charts; to create easy-to-understand presentations. Coordinates all financial and statistical information required for the Annual Comprehensive Financial Plan on a timely basis, including footnote disclosures and narratives. Assists executive staff in compiling data for union negotiations. Conducts various operational audits to identify opportunities to reduce costs, increase efficiency, and improve program effectiveness, to determine whether desired goals and objectives are being achieved. Handles materials and information of a highly sensitive and confidential nature requiring the exercise of independent judgment, personal initiative, and confidentiality. Prepares a variety of materials including technical data, annual reports and fiscal information as directed, composes and prepares correspondence. Performs other related work as required or assigned. Minimum requirements at entry: Bachelor's degree from an accredited college or university in accounting. Minimum of five years of professional accounting experience, including experience with computerized accounting systems and software. Two years of governmental accounting and/or audit experience preferred. LICENSES AND CERTIFICATIONS: Valid Colorado Driver's License or the ability to obtain within 90 days of hire.
