***Security Clearance Required: Secret Clearance***Primary Responsibilities:Provide comprehensive acquisition and programmatic support to the AIRWorks UMCS Team in alignment with DoD and SECNAV 5000 series directives.Serve as the lead for programmatic milestone planning, development, and coordination of acquisition documentation, ensuring alignment with federal regulations and agency policy.Serve as the lead for project procurement planning and coordination of procurement artifacts, ensuring alignment with NAVAIR guidelines, federal regulations, and agency policy.Interface with AIRWorks Project Leads, Contracting Officers, BFMs, and Functional Leads to drive integrated planning, execution, and reporting efforts.Coordinate and execute procurement planning activities and ensure compliance with acquisition life-cycle requirements.Develop and deliver timely reports, briefs, and executive-level presentations to internal stakeholders, leadership teams, and external review boards.Act as a liaison across multidisciplinary teams to provide strategic oversight of acquisition, financial, and contractual execution.Tasks Performed:The candidate will be required to:Support programmatic documentation development, coordination, and approval for items such as Acquisition Plans (PSTRAP/ISTRAP), Capabilities Production Documents (CPDs), Acquisition Strategy Reports (ASRs), and Acquisition Program Baseline Agreements (APBAs).Support the development, review, and approval process for project procurement artifacts to include all Procurement Initiation Documents (PIDs) artifacts; Statement(s) of Work (SOW), Contract Data Requirements Lists (CDRLs), Contract Section B-J language, Government Furnished Information (GFI)/Property (GFP) lists, and DD254s.Support AIRWorks Project Execution Strategy (PES) development and proposal evaluations; Support market surveys and product technical reviews.Support project procurement status assessments, cost/schedule performance (C/S/P), risk management activities, and contractor deliverables.Monitor and track integrated master schedules, procurement documentation, funding obligations, and contract actions through tools such as PMT, CSPT, DAMIR, and APHM/Qlik.Organize and manage SharePoint data repositories and file systems to ensure retrieval efficiency and document control.Participate in site surveys, installations, and test events, supporting coordination, logistics, and post-event closeouts.Support contract administration activities including invoice and travel expense reviews via WAWF/GSA ASSIST, and contractor performance assessment reporting via CPARS/IPARs.Facilitate Procurement Planning Conferences (PPCs), document milestones, and track approvals through NAVAIR's Procurement Management Tool.Provide policy guidance on DoDI 5000.02, SECNAVINST 5000.2F, FAR/DFAR, and the Defense Acquisition Guidebook (DAG).Required Education/Experience:BS/BA, or allowable substitution reflective of labor category.Knowledge of NAVAIR PMT system and procurement processes.Allowable Education/ Experience Substitutions:Six (6) years additional relevant work experience may be substituted for a Bachelor’s Degree. Associate’s Degree plus four (4) years additional relevant work experience may be substituted for a Bachelor’s Degree.SENIOR: A Senior level person within a labor category has over 10 years of experience related to the functional duties for that labor category and a MA/MS degree.Allowable Education/ Experience Substitutions:Ten (10) years of additional relevant work experience may be substituted for a Master’s degree. Associate’s degree plus eight (8) years of additional relevant work experience may be substituted for a Master’s Degree.
