*Job Overview*Oversee all aspects of the multi-million dollar Department of Energy Weatherization, HeartWAP (heating system repair and replacement) and utility-funded programs (including appliance replacement), including setting and achieving production goals, managing the associated budgets, developing detailed and accurate work orders and completing and approving various reports.*Responsibilities** Maintain current records of project start dates, ensure that all jobs are properly permitted and all files are complete.* Review client files for all required documentation before work orders/purchase orders are approved.* Review contractor invoices before submission to the Finance Dept. Ensure all customer appointments are met and appropriate measurers are reported back to customers in a timely manner. Work directly with all program related vendors.* Mediate contractor or client disputes to a successful resolution.* Maintain full knowledge of all technical manuals and guidelines outlined by the Executive Office of Housing and Livable Communities, Office of Energy Conservation and utility funders. Timely submission of all monthly reports as required by the state, utility funded entities and agency.* Maintain complete and up-to-date contractor files, participate in procurement of new vendors and pricing according to the programs.* Ensure that all staff and contractors have and maintain at least minimum certifications for the programs in which they work.* Manage all field and office staff. Review staff production weekly, including approving time, mileage reimbursement and other supervisory tasks. Complete all background checks for new employees and review confidentiality and privacy policies with staff.* Attend trainings as mandated by agency or funding sources. Some out of town due to conferences, trainings and inspections.* Must be punctual in submission of all funding source reports.* May need to be available on a limited basis to respond to no-heat emergency situations of eligible households on weekend/holidays during 11/1-4/30.* All other duties and responsibilities designated by the Executive Director or designee.*Qualifications & Skills** Conservation or housing construction background. Ability to manage multiple budgets and fulfill varied quota requirements. Excellent computer and organizational skills with high attention to detail. Ability to learn the various required web based systems. Self starter committed to the success of program goals. Sensitivity to the needs of low income people. Must pass all required background checks and drug testing. Bilingual preferred.** *Physical Requirements*** Employee may occasionally be required to perform physical duties such as stand, walk, sit for lengthy periods and reach with arms and stoop.
