*Job Title: Program Analyst*Organization: United Services Military Apprentice Program (USMAP).The United Services Military Apprenticeship Program (USMAP) is a formal military training program that provides active duty Navy, Army, Marine Corps, and Coast Guard service members including the Navy Training and Administration of Reserves (TAR), Active Guard Reserve (AGR) Army, and Active Reserve (AR) Marine Corps Service members the opportunity to improve their job skills and to complete their civilian apprenticeship requirements while they are on active duty. The U.S. Department of Labor (DoL) provides the nationally recognized "Certificate of Completion" upon completion of a Trade.*Work Location:* Corry Station Building 502 Room 104E, 640 Roberts Ave, Pensacola, FLJob Type: Non-exempt, Hourly, Bi-weekly pay, Full-time, 40 hours per week, Core Hours 7:00 AM – 3:30 PM, Monday – Friday.Travel: None.*Requirements:*Must be U.S. citizen.Must possess or have the capability to obtain a Department of Defense (DoD) Common Access Card (CAC). This includes having a successful TIER 3 Investigation.Must have had/currently have a SECRET security clearance.Education:Bachelor’s Degree preferred, minimum a high school diploma required.Physical Demands:Prolonged sitting up to 8 hours a day.Qualifications:Have a minimum 4 years of experience supporting DoD Training Programs, previous U.S. Army experience preferred.Have a minimum of 2 years of experience in briefing military groups.Have a minimum of 2 years of proficiency in executing computer operations utilizing Microsoft Office applications and tasks for data processing and retrieving information from the Internet and/ or Local Area Network (LAN) system.Demonstrate the ability to function independently and with little assistance fromthe supervisor.Demonstrate the ability to exhibit interpersonal advising skills and knowledge ofmilitary education and training programs.Have a minimum of 2 years of experience understanding different militaryservices, ranks, and operations.Have an understanding of U.S. Department of Labor Apprenticeship programs and Occupational Trades.Have a minimum of 2 years understanding of the science of learning, education theory, and program management in an integrated learning environment.Have minimum of 2 years of experience in methods for assessment of trainingprocesses and systems.Have effective oral and written communication skillsHave a minimum of 2 years of experience with all DOD and Cost Guard vernacular, rate/rank structure. Provide overall Registrar functions for USMAP. Process enrollments, cancellations, rejections, reinstatements, and in activations received via various modalities using the USMAP application.b. Review enrollment applications received via mail, email, and on-line ensuring applicants meet eligibility requirements.c. Respond to inquiries received from active duty and reserve service members received via email, Help Desk Ticket or phone call, providing accurate program information.d. Monitor, process and track USMAP participant records for past, present and future enrollees.e. Assist in the manual processing of competencies and final reports submitted by program participants enrolled in competency based trades.f. Assist in the manual processing of monthly hours and final reports submitted by program participants enrolled in time based trades.g. Review service member records contained in Fleet Training Management and Planning System (FLTMPS) and Joint Services Transcripts (JST) to determine eligibility requirements for enrollment; review includes training completed, Rate/Rank, Navy Enlisted Classification (NEC)/Military Occupational Specialty (MOS), and Expiration of Active Obligated Service (EAOS).h. Provide knowledgeable responses to inquiries from current participants as well as future participants.i. Provide overall Registrar functions for USMAP. (As needed)c. Assist in the development of position papers, situation summaries, briefs, and other supportive material for USMAP. (As needed)d. Compile, analyze, and summarize data from USMAP documents and reports. Make recommendations on associated USMAP matters suggestions for action and provide interpretations/suggestions based on a good working knowledge of USMAP. (As needed)e. Assist in the development and improvement of USMAP procedures. (At minimum quarterly)f. Participate in any program audits and or inspections. (As needed or scheduled)*USMAP Technical Support:*a. Provide system support by providing recommendations, evaluations and testing of USMAP technical systems to ensure improved customer and analyst interoperabilityb. Participate in USMAP, system and network application improvements and testing, including recommendations for application enhancements. (At a minimum quarterly for program application enhancements)External Stakeholder Engagement:a. Assist in responding to informational, data and statistical inquiries from USMAP Stakeholders and partners.b. Respond to inquiries from DOL. (As needed, possibly 1 per month)c. Interact with DOL, NETC, and Active duty military commands required as part of USMAP operations. (As needed)d. Respond to questions and inquiries regarding USMAP data, discrepancies and procedures. Research problems encountered covering all aspects of processing or technical data, current records, historical data, and source documents.e. Liaise with DOD Learning Centers (LCs), Center of Excellence (COEs), and other training activities to stay abreast of changes that impact USMAP Apprenticeships and/or WPS.f.
