*SUMMARY*Supervises construction employees. Also responsible for planning, staffing, control and safety and general management of crews.*ESSENTIAL DUTIES AND RESPONSIBILITIES*DISCLAIMER: The above description covers the principal duties and responsibilities of the job. The description shall not, however, be construed as a complete listing of all duties which may be required from day-to-day.· Supervise all craft and highway workers.· Assist in planning work schedule; determine manpower levels, material quantities, equipment requirement etc.· Monitor work performance to ensure parish rules, procedures, safety requirements etc. are maintained.· Complete time sheets, for payroll, to accurately reflect time worked.· Advise Public Works Director of potential problems, work interference’s, schedule difficulties, etc., assist in circumventing and/or resolving such problems as required.· Maintains liaison with other departments, i.e., purchasing, payroll, etc. as required.· Sizes all culvert permits as required.*SUPERVISORY RESPONSIBILITIES*Supervises up to sixty employees in the Highway department. Carries out supervisory responsibilities according to parish polices and applicable laws under the direction of the Public Works Director. Additional responsibilities include employee training; planning, assigning and directing employees job performance; employee performance appraisals; rewarding and discipline employees; addressing employee complaints and solving problems.*QUALIFICATIONS*To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.*EDUCATION and/or EXPERIENCE*Graduation from high school or General Education Degree (GED) and at least 3 years of previous public works experience in a supervisory capacity.*SPECIAL NOTE: *Random drug testing is conducted on all Highway employees*LANGUAGE SKILLS*Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees of the department.*MATHEMATICAL SKILLS*Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.*REASONING ABILITY*Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.*CERTIFICATES, LICENSES, REGISTRATIONS*Incumbent must possess a Valid State CDL License or be able to obtain one within a reasonable amount of time after hire*PHYSICAL DEMANDS*The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
