Scope of Job: EDF Renewables is seeking an experienced professional to assist with management of environmental permitting and planning activities for onshore wind and solar generation, energy storage, and power transmission projects under direction of the Environmental Permitting Director. This role will cover all stages of environmental planning and analysis for Development projects, ranging from initial greenfield site diligence through environmental surveys and acquisition of any required federal, state, or local environmental permits. The Permitting and Environmental Manager will also assist with development of environmental study scopes, obtain proposals, oversee consultants, and review deliverables. The ideal candidate for this role will bring at least 5 years'' experience with federal and state permitting and be able to showcase a successful record of obtaining Clean Water Act (CWA), Endangered Species Act (ESA), National Environmental Protection Act (NEPA), and state siting board approvals across multiple jurisdictions. In addition, the candidate should have experience performing and/or reviewing wetland delineation reports, threatened and endangered species surveys, cultural resource surveys, and Phase I Environmental Site Assessments, among others. Responsibilities: Takes direction from Environmental Permitting Director to oversee work of environmental consultants, prepare permitting documentation, support permit and environmental due diligence reviews, prepare status reports, assist with budgeting and contract oversight. Develops and implements strategies for obtaining federal, state, and local permits for onshore wind, solar, and energy storage projects while communicating appropriate schedule and budget information to the development team. Provide oversight of third-party consultant fieldwork and deliverables including wetland delineations, threatened and endangered species surveys, cultural resource surveys, etc. Assist with development of environmental study scopes, obtain proposals, and maintain budgets. Interfaces with regulatory agency staff on permitting and environmental matters. Coordinates and facilitates internal risk assessments and environmental screening processes for prospective projects and M&A opportunities. Assists in interpretation of policies and advises developers on policies and procedures necessary for compliance. Responds to internal environmental-related inquiries in support of project financing and third-party due diligence. Maintains periodic reports and project/deliverable status trackers. Represent EDF Renewables as directed by supervisors in outside environmental industry gatherings and community relations meetings. Supervision of Others: None Qualifications: Bachelor''s in biology, City and Regional Planning, Environmental Studies, or related field. Minimum of 5+ years'' demonstrable experience obtaining environmental permits for large complex development projects in numerous jurisdictions. Experience in the renewable energy development field is desirable. Familiarity with permitting requirements of agencies including USFWS, USACE, state siting boards and wildlife agencies, and other federal and state permits in support of renewable power projects. Experience performing and/or reviewing wetland delineation reports, threatened and endangered species surveys, cultural resource surveys, Phase I Environmental Site Assessments, and other environmental surveys. Experience interpreting the requirements of the National Environmental Protection Act, Endangered Species Act, Clean Water Act, state Endangered Species laws, and CERCLA preferred. Demonstrated ability to work effectively with internal stakeholders, external consultants, and government regulators. Demonstrated ability to work in both a team environment and manage permitting activities independently with little supervision. Working Conditions: 80% of time is spent in the office environment / working remote, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. 20% of time is spent outside of the office working with government agencies and stakeholder groups, visiting project locations, and attending various conferences and meetings.
