Scope of Position: The Senior Project Engineering and Construction Manager (Sr. PECM) is responsible for all technical and construction coordination with the Contractors, suppliers, Consultants, internal technical resources to EDFR and other project stakeholders. The main focus during design, engineering and permitting (Early to Advanced development phases) is to manage the coordination between EDFR engineering subject matter experts (SME''s), BoP and HV Contractors and other internal/external stakeholders. The main focus during the implementation phase is to oversee the BoP and HV construction, commissioning and start-up activities, making sure the project is completed safely, on time, within scope and budget. The Sr. PECM is also responsible for the technical deliverables of project handover to Asset Optimization or owner after achieving commercial operation. The Sr. PECM is finally responsible to close all punch list items of the project and deliver lessons learned. Working Conditions: 75% of the time is spent in the office environment utilizing computers (frequent use of MS Word, MS Excel, and MS Project), phones, and general office equipment, and 25% of the time is spent in the field. Responsibilities: Responsible to putting Safety as first to foremost priority on projects design, contracting and execution. Responsible to report timely Safety KPIs for the project and mitigate any incident or risks identified. Responsible for the execution of engineering and construction for assigned projects. Coordinate with Sr. Director of Construction. The implementation and supervision of compliance and corporate policies. Operationally reports to the Program Manager during the project''s execution. Negotiate, Implement and closes BoP and HV Contracts. Leading role within the project execution team in change order negotiation and resolutions Leading role in the development and control of project BoP budget, schedule and risk analysis Hold design review meeting between BoP contractors and internal SME''s Coordinate review and closeout of the following documents: Site investigations Engineering studies 30%, 60%, 90%, IFP, IFC and As-Built design RFI''s Submittals Transmittals Change Orders Mechanical, substantial and COD deliverables and job books Lessons Learned Attend weekly conference call with internal EDFR team, BoP contractors and all other contractors and suppliers on site Lead and represent EDFR in monthly meeting on site Coordinate other engineering disciplines within EDFR Attend SCADA weekly meetings and ensure deliverables are met. SCADA schedule to be updated Ensure all SCADA vendors all coordinated with deliverable (turbine, substation, BoP Contactor, ISO, Utility, etc.) Ensure EDFR IT has equipment ordered and telecom is ordered on time support Coordinate PI integration for the project Coordinate with RAG or SEG for any EPE changes (equipment, capacity, etc.) Coordinate engineering deliverables with Utility, ISO, and off-taker (bi-monthly calls) Provide/coordinate engineering documents for submittal to IE for EDFR project finance Coordinate with EDFR generation/asset management for any metering or other generation engineering deliverables Coordinate document control, with project admin, and downloading drawings/submittals to EDFR server Project Engineering Responsibilities Participate in project feed-back and lessons learned sessions Directs, oversees and holds accountable internal and external consulting engineers for their activities Serves as lead on assigned projects or complex engineering assignments. Functionally responsible for all technical issues during the project and accountable to the project Program Manager. Responsible for representing engineering in all project related matters for the assigned projects, including attending the project meetings in person or by phone (as required). Coordinates all technical disciplines on a project (engineering, resource assessment, GIS, SCADA and IT) Communicates reports and tracks key project deliverables, timelines and statuses to the internal and external engineering staff as well as the project team. Oversees QA/QC of engineering work product (e.g. calculations, design reviews, RFI responses, etc.) and other deliverables from the internal and external consulting engineers. Supports proposal and estimating activities. Coordinates and reviews the technical specifications and scope of work documents produced by the engineering department in the support of proposal, due diligence, estimating and contracting activities. Prepares and maintains schedules; develops and monitors estimates and labor forecasts; assigns work within the engineering team; Assists, as requested, in the development of department standards and procedures. Travels, as required, to ensure the successful execution of project and/or department goals. Actively participates in external technical seminars, as approved by supervisor. Responsible for understanding the entire Code of Conduct and complying with its requirements. Performs other duties as assigned by the Director of Engineering or his/her designee. Pre-Construction Responsibilities (and Support as Needed) Support Development Group on land issues permitting and sighting. Support Development with site walks and investigation to review constructability. Work with Resource Assessment for micro sighting projects. Work with the project team to pre-qualify contractors. Work with the project team to decide which contractors will be used on each project. Work with project team on construction activities such as first phase geotechnical works, engineering and FAA requirements. Prepare BoP contract exhibits (including, but not limited to, SOW, technical specs, drawings, quality and safety requirements) before launching the RFP. Ensures Construction contracts are aligned (back to back and no gap) between Owner Supplied items, DBS contracts and other construction interfaces. Review and sign-off on the Construction Contracts General Terms and Conditions. Review and respond to bidders RFIs. Work with project team to evaluate bids and award contracts. Preparing The FID technical documents Attend the FID meeting, present the updated construction risk and contribute in the final decision of a "Go" or "No-Go" for the project. Construction Responsibilities Leading role in negotiating the Exhibits, including the SOW Exhibit Leading role in negotiating the General and Special Terms and Conditions Review and sign-off on the whole PV BoP and HV EPC contracts Implement executed construction contracts. Manage the project construction. Develop the site staffing plan and manage the site team under its responsibilities. Participate within the project team to optimize project, schedule and budget. Participate within the project team to maximize Safety and Quality. Manage and work closely with the assigned Site Representatives. Schedule and conduct on site progress meetings with contractors and suppliers. Support, review and validate contractors'' applications for payment. Supervise Contractors performance of work. Review testing and inspections to ensure Contractor''s compliance with all specifications, drawings and applicable Safety, Building, Fire and Electrical Codes and applicable national, state and local codes. Report weekly IOIs Review time schedules of construction. Analyses floats, critical path, trends and forecasts to anticipate and mitigate slippages. Analyze design and construction problems and recommend a course of action. Work closely with the project team with operating budgets, costs and expenses. Generate construction status reports and briefings for all levels of management. Initial review of the change order requests against the original SOW, and make the determination if they qualify as a "valid change" before passing to the PM for approval For valid change orders, ensure that all back-up documents are Included, and ensure that the agreed-upon rates (labor, materials, equipment, productivities) according to the executed BoP contract are applied Stamp the validated change orders as "Reviewed and Validated by the Se. PECM'' Participate with contractor senior management to ensure compliance with all aspects of the BoP contract. Interface with Program management, Clients, O&M and Asset management to define support services needed for or from construction. Coordinate with Program Management and engineering during design review meetings and during construction. Coordinate with Program Management to ensure compliance with all contract requirements. Coordinate with project team to ensure compliance with all supplier requirements of turbine components while in storage. Ensure that BoP contractor performs safety and quality controls as per its contract and its project safety and quality plan. Secure products transportation from factories to sites (from quality, scheduling and sequencing point of views). Post Construction Responsibilities, (support Asset Manager as needed) Organize and deliver to program management office all BoP documentation. Ensure sufficient review and approval of all contractors closing documentation. Ensure closeout of all punch list items. Work with contractor and suppliers to achieve substantial/final completion. Support any warranty issues, as needed Support in settling any contractual issues. Participate in project feed-back and lessons learned sessions Qualifications: Typically has some level of college education or equivalent business experience. Electrical, Civil and/or Mechanical Engineering degree preferred 5+ year''s industry experience of which 3+ years must be at a management level with full responsibility for project construction. A recognized expert with extensive and comprehensive knowledge in area of expertise. Extensive and diversified knowledge of relevant codes, standards and engineering principles and practices required to produce safe, efficient, reliable, easy to operate and maintain, and cost-effective designs a plus Previous supervisory duties (at least 4 direct/indirect reports) 3+ years Experienced with various Microsoft software programs including but not limited to Word, Excel, Project, Outlook, and PowerPoint. Experienced in engineering software including XMap, MapInfo, and Micro-Site. Knowledgeable of other programs such as AutoCAD, and Adobe Acrobat , Tableau, a plus. Strong organizational, interpersonal communication and management skills. Highly motivated self-starter, friendly personality, and good team player.
