Come work at a place where you have a direct impact on the quality of life for Kent residents, business owners and visitors alike!The city''s Information Technology (IT) Department is looking for someone with demonstrated expertise in a multitude of technology domains coupled with a drive for excellent customer service, continuous improvement, and team development.The person selected for this role will supervise the implementation, integration, and maintenance of technology solutions as the Supervisor of the Business Systems team as well as function as a continual communications bridge with engineers in the IT Infrastructure and Security Division. This position will also coordinate technical work in conjunction with City departments, officials, IT staff, vendors and consultants. To that end, strong communication and documentation skills are required. Supervise and assist in planning, organizing and coordinating the work activities of staff; provide technical guidance to others, acting as lead over the technological design of commercially acquired IT systems; document and manage related relational database management systems (RDBMS); plan and guide the growth of data storage and the ongoing drive towards cloud storage; supervise the implementation, integration, and maintenance of technology solutions as a member of the Systems Architecture Team; provide a continual communications bridge with engineers in the IT Technical Services Division; coordinate technical work in conjunction with City departments, officials, IT staff, vendors and consultants.Work is characterized by often technical and complex projects and the incumbent''s supervision and technical role in the construction and/or acquisition and implementation of City systems; responsible for supervision over the technical aspects of complex projects from requirements through completion including but not limited to, extensive analysis of existing software systems, systems and technologies available on the market, coordination with software vendors for implementation, writing conversions, and deployment of software and computer systems which best meet the current and future needs of the City. The incumbent must demonstrate technical leadership and excellent analytical skills; ability to make decisions under broad guidelines, represent the City''s technical needs to vendors and potential vendors, explore and evaluate future development and technical directions that are favorable to the City, and expand on technical skills quickly.Work is also characterized by substantial administrative and supervisory functions in IT''s business systems environment and involved in the continuous improvement of the Department''s systems operations, solutions, and staff''s technical skills. Incumbent is responsible for providing supervision and prioritizing work for the business systems staff; working closely with other IT Division managers, IT customers and vendors to identify, assess, and guide operational projects and associated tasks; and perform special projects as assigned by the Division Manager or Director.Work is performed under managerial direction. Supervisor provides the incumbent with assignments in terms of broad practice, precedents, policies and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policies, practices and/or objectives.ESSENTIAL DUTIES AND RESPONSIBILITIES:Assess information systems needs of the City in cooperation with the division manager and other Systems Architecture Team members; maintain current knowledge of state-of-the-art trends and developments in the information technology field; review and assess citywide information systems strategic plans and applicable policies and procedures.Assist the division manager with division budget and proper architecture of the existing environment to help streamline maintenance and reduce ongoing costs.Provide supervision and work direction to division staff. Responsibilities include, but are not limited to, planning, assigning and directing work; assisting in interviews; making recommendations to hire and train employees; planning, assigning, directing, and evaluating work in progress and completed work; authorizing leave and hours worked; appraising subordinate work performance; recommending promotion and disciplinary actions; addressing complaints; and resolving miscellaneous personnel issues.Supervises and conducts needs analysis assessments with City users from all departments to determine City software requirements; communicate with departments and personnel to facilitate discussion and study of the use, application and enhancement of servers/systems; provide technical expertise and input.Supervise Business Systems Analysts with managing their application(s); performing critical backups, system refreshes and restores; adherence of security policies and standards of data and user access within the assigned systems.Supervise Support Operations Engineers with day-to-day operational needs; provide technical knowledge during the design, procurement, and implementation of applications and systems; Lead process improvement exercises.Working with Technical Services Specialists and Engineers, plan and guide IT through the growth of increasing complex systems, replacement and upgrades of aging infrastructure; create plans to address the City''s ongoing needs for system security, availability, and recovery.Supervise business process improvement efforts and develop City Request for Proposal (RFP) documents to reflect those needs; coordinate distribution to prospective software vendors; and evaluate vendor responses to RFPs as they relate to the user needs specifications, including software demonstrations, vendor contact, software evaluation criteria, etc.Perform role as a technical leader and lead business systems analyst on assigned projects.Provide reliable solutions to a variety of technical challenges using sound technical problem-solving techniques.Perform technical root cause analysis and outline corrective action for given problems.Estimate level of effort, evaluate new options of similar technology, offer suggestions to improve processes, and provide comments on other design aspects.At the direction of the IT Director or IT Management Team, recommend, establish, and enforce technology related policies, standards, procedures and guidelines (PSPGs).Apply continuous technical quality standards through the entire system lifecycle.Work collaboratively and professionally with other cross-functional teams to achieve goals.Review product and/or application information including manuals, white papers, help files and brochures for technical accuracy.Participate in product and/or application activities including feature analysis and system tradeoffs.Evaluate, manage, and maintain existing programs and systems.Actively support the vision, mission, values and strategic goals of Incumbent in this position is expected to be generally available after normal work hours on evenings and weekends to provide support for the various key business systems supported by the IT Division.While performing the duties of this job, the incumbent may be exposed to individuals who are irate or hostile; may occasionally work in high, precarious places while stepping on ladders or stepping stools; and is occasionally required to work in a cold, controlled environment in the computer room. The noise level in the work environment is usually moderate in the office and loud in the field or the computer room.
