THOR Solutions is actively seeking a highly motivated Program Analyst in support of the U.S. Coast Guard (USCG) Polar Security Cutter (PSC) Program Management Office (CG-9326) as it continues through the Analyze/Select Phases of the USCG Major Systems Acquisition Manual (MSAM) process. Numerous feasibility studies and detailed acquisition documents are generated during these phases of the program and the Program requires the services of a wide range of acquisition and technical consultants with specialized experience in major system acquisition plans, processes, and documentation as well as financial and technical experience. The candidate''s responsibilities may include (but are not limited to) performing, supporting, or supervising the following actions: Providing support with the day-to-day acquisition management activities. In preparation of upcoming Acquisition Decision Events (ADEs), all current MSAM and DHS 102-01-001 required documents and plans shall be reviewed and revised as necessary. Additionally, all new required documents shall be drafted. The development of new documents entails incorporating guidelines, procedures and policy, and acquisition strategies into a new document for routing, incorporating comments, and finalization for signature. The revision of documents includes providing updates due to policy, procedures, or program strategy changes and finalization for signature. The maintenance includes periodic updates (at a minimum annually) or adjustment of required documents to reflect changes to the program. Providing assistance with the review of asset proposals to include development of material type and costing research and associated documentation, labor hour cost and type research and the associated documentation, cost comparison and analysis, material research spreadsheets, and input to the Government program team leads within the program team leads timeframe and award timeframe of the asset. Supporting the arrangement and coordination all program meetings, VTCs, PMRs, Financial and Technical Interchange Meetings (FIMs/TIMs), Program Acquisition Review Meetings (PARMs), Integrated Product Teams (IPTs) and working groups. This includes preparing agendas, meeting minutes, and meeting announcements; conference room reservation, coordination between government teams; tracking meeting attendance, maintaining actionable items lists and associated tracking to resolution; capturing lessons learned and preparing other meeting materials and briefs as outlined by the associated agenda. Assisting with preparing briefs and presentations for internal USCG directorates and commands as well as external USCG entities. Assist the Government in support of data and Contractor Deliverable Requirements List (CDRL) review processes and workflow management, including review of shipbuilder CDRL deliverables upon submittal for completeness and reporting any discrepancies to Government personnel prior to assigning the deliverables to the specific Surface Program review workflow, assigning CDRL deliverables to the specific Surface Program review workflow using IDE, maintaining the electronic CDRL database, tracking CDRL deliverables'' review status and providing updates to Government personnel. Provide support for white paper and analyses within the following areas as required: Naval engineering Naval architecture Test and evaluation Logistics C4ISR Program management Prepare project system metric/status reports, to include Logistics metrics report for Reliability, Maintainability and Availability, Configuration Manager Checklist of items for implementation and completion. Assist in the tracking, review and preparation of acquisition related documents including documents such as requirements documents and work packages for support of work performed external to the Program Office. Citizenship Requirements: Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at start of employment. Security Clearance Requirements: Must already possess an existing, active SECRET security clearance OR be able to qualify for a new SECRET security clearance. Must maintain clearance for the duration of employment. New clearances require completion of DoD Form SF-86 and associated background investigations. Required Education, Experience, Skills, and Abilities: A Bachelor''s Degree in a relevant discipline. At least three (3) years of relevant professional acquisition experience, preferably obtained in a U.S. Coast Guard/DoD environment. An idea candidate will possess at least five (5) years of relevant professional acquisition experience. Proficiency with common productivity software including the Microsoft Office suite. Strong written and verbal communication and presentation skills. Travel Requirements: Approximately 5% travel anticipated.
