With their historic houses and tree-lined streets, Boise''s older neighborhoods represent a critical part of the city''s character and sense of place. Boise has ten designated historic districts that serve as visible reminders of the historical, archaeological, architectural, educational and cultural heritage of Boise City. To preserve that heritage, the City of Boise has designated Historic Preservation planning staff and a Historic Preservation Commission (HPC) that was established in 1979.The City of Boise''s Department of Planning and Development Services (PDS) has an excellent opportunity for talented and experienced Historic Preservation Planners to join our team. This position will oversee and perform independent, professional planning work to promote and regulate the preservation, rehabilitation and adaptive reuse of historic structures within the city. As well as assist property owners and design professionals in the planning and permitting process within the city''s historic districts. In addition, this role will provide professional and technical assistance to the Historic Preservation Commission. Work requires considerable independent judgment and initiative and is performed under general direction.Please submit your resume and cover letter with your application.Supervises and performs professional planning work to meet the city''s strategic goals in historic preservation. Meets with applicants for design advice prior to application process for analysis and issuance of certificates of appropriateness and building permits. Conducts pre-application meetings with applicants for design advice for analysis and issuance of certificates of appropriateness and building permits. Performs on-site visits of subject properties for research, public notice posting, and photographs. Analyzes application materials to ensure compliance with appropriate codes. Writes detailed, technical staff reports with analysis and findings for review by the Historic Preservation Commission. Issues Certificates of Appropriateness. Presents staff report findings to the Historic Preservation Commission at public hearings. Conducts work sessions for the Historic Preservation Commission. Scans and uploads documents and correspondence to the database. Conducts zoning inspections for all projects within a City Historic District. (35%)Provides assistance to the public through telephone, email, in-person and in the field. Works with other city staff to ensure the historic preservation page of the city''s website is current. Fields zoning enforcement complaints within the historic districts. Works with Zoning Enforcement Officers and property owners on mitigation and abatement of zoning enforcement issues. Reviews and releases construction bonds for completion of work. Organizes special events, faí§ade easements, interpretive displays, prepares various educational brochures, updates of guidelines and of Historic Preservation Plan. Acts as a liaison between the City of Boise and Neighborhood Associations, attends meetings, fields questions and concerns, and is available for special events. Provides assistance and support to other preservation groups. (30%)Works in cooperation and compliance with the Idaho State Historic Preservation Office and the Secretary of Interior''s Standards for the Treatment of Historic Properties. This includes acting as the Certified Local Government (CLG) liaison, providing and participating in intergovernmental outreach, education, and support. This may also include managing grants, including the CLG grant program, which involves identifying eligible projects and training opportunities for staff and historic preservation commissioners. Additionally, the position acts on the City''s behalf in applying for other grants and funding opportunities related to historic preservation. (20%)Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization.
