PurposeThe Vice President of Offshore Wind Development will lead and manage the critical development activities for all Avangrid Renewables current and future offshore wind projects in the United States. The Vice President must be deeply knowledgeable on the requirements to successfully deliver an offshore wind project in the U.S. and be able to lead, strategize, plan, anticipate, and communicate at a high level with a motivated and passionate team of professionals. The role requires the substantive and thoughtful engagement with tribal federal, state, and local permitting and regulatory authorities, the respectful collaboration with key external parties including environmentalists, fishermen, and community leaders, and frequent and detailed engagement with JV partners as well as internal Avangrid and Iberdrola stakeholders in the United States and Europe. The position reports to the President and CEO of Offshore Wind, U.S and the Global Offshore Development Director. The Vice President of Offshore Wind Development is responsible for building, developing, and leading a team of permitting and project management professionals to deliver U.S. projects. Key attributes to achieve this goal including defining strategies to successfully navigate existing and emerging policy, anticipating, minimizing, and mitigating development and permitting risk, and executing stakeholder driven processes to move projects forward toward successful outcomes and approvals. The Vice President for Offshore Wind Development is responsible and accountable for preparing, managing, and reporting project development CAPEX & OPEX budgets, providing inputs for early stage business models, developing resourcing and procurement plans, and management of multi-million offshore development contracts. The Vice President for Offshore Wind Development will be responsible for creating clear and detailed presentations to support key decisions that are aligned and consistent with previous approvals and awards. The Vice President of Offshore Wind Development will manage each project development team, ensuring effective and efficient development processes are defined, implemented, and delivered covering design, permitting and eventual handover to the construction team (including ongoing compliance requirements). A key feature of the role will be the ability to integrate the knowledge, learning and expertise held within the Global Offshore Business to benefit US projects while recognizing the unique differences between other markets and U.S. development approaches. The position will require travel to various locations in the U.S. and overseas to Europe, and during development, contracting and delivery of projects the individual should be prepared to manage teams working in different project locations. The Vice President of Offshore Wind Development will be part of the top management of the offshore business in Avangrid Renewables and the Global Offshore Development team and will participate and add value in the offshore business activities in the U.S. as well as development activities globally. ResponsibilitiesProject Delivery: Lead and manage the Development/Project teams; formulate, approve, and ensure the execution of project permitting strategies that maximize he likelihood of success. Ensure all development activities (internal and conducted by external 3rd parties) are carried out in line with business Health, Safety and Environmental requirements. Prepare and maintain strategic development plans for lease areas/projects and use as road maps to successful project development. Approve and ensure the execution of project survey design strategies to adequately characterize project areas appropriate to the particular stage of the project. Ensure the delivery of project design plans with adequate detail to enable permitting to proceed and conclude. Define and deliver project schedules and milestones with sufficient detail to inform key internal approvals. Ensure that Stakeholder Development Plans are defined and executed. Maintain project risk registers through the utilization of key reporting and project management tools. Work closely with Vice President - Project Management on each project to ensure the FID timeline and project milestones are achieved by aligning and modifying relevant development priorities. When possible, support early stage works on international projects, especially with potential opportunities in Canada and Mexico. (2) Personal Attributes/Requirements for Project Delivery • Anticipate and mitigate potential delays or other project challenges • Demonstrate judgement to identify and prioritize issues of greatest risk and ability to quickly and thoughtfully marshal the time and resources to respond, address, and solve •Ability to recruit, attract, and retain a talented, collaborative, and motivated team of development professionals to successfully deliver the agreed development plans. •Skilfully manage staff across various locations in the U.S. and Europe. •Create a vibrant performance culture via an environment of accountability and results, with the setting of clear expectations, and the support for employee development and rewarding contributions. •Liaise with cross function teams across the Global Business to facilitate decisions and resolve portfolio/project risks and issues. •Monitor and report on project progress and performance to ensure quality and cost targets are not being compromised. •Ensure U.S. projects use best industry practices (3) Cross-Organizational and External Management Duties •Establish links and manage interfaces with other Avangrid / Iberdrola / ScottishPower business areas as appropriate e.g. Policy, Legal, Procurement, Origination, Engineering, Health, Safety and Environment. •Develop strong relationships and effectively manage relationships with Partner/JV Companies •Participate in JV organizations and projects as specified by the business •Manage the delivery of effective procurement processes to support project milestones •Ensure external consultants and suppliers deliver to agreed specifications, programs, and costs. •Define and manage budgets with and ensure Project budget controls are implemented and adhered to. •Manage and maintain the competencies, training, and development of the Offshore Development team staff. •Organize and lead the participation of team members regarding external organizations, events and trade bodies. •Interface with Project Services to assure project business cases include all relevant project Skills and RequirementsEducation & Experience Required: •Bachelor''s Degree plus 15 years'' experience or the equivalent combination of education and experience •Master''s Degree preferred •Proven track record delivering energy projects requiring multi-jurisdictional permitting approval and stakeholder engagement (e.g. federal, regional, state, and local) •Extensive knowledge of U.S. Bureau of Ocean Energy Management permitting requirements and state and local permitting •Strong IT skills with the ability to operate MS Office systems and other IT based project management software. •Flexible to travel around U.S. and to Europe.
