DescriptionValero is seeking an experienced, public affairs professional to steward and lead local government affairs and community investment and engagement efforts in the Houston/Galveston County area. The position manages a comprehensive public and community affairs program for two Texas Gulf Coast refineries; engaging with community stakeholders, elected officials, and external organizations in support of the company''s goals. With Valero''s Guiding Principles in mind, the position will coordinate efforts both within the organization and with external stakeholders to drive a positive impact in the community, mutual understanding, and represent Valero''s interests throughout the region. Serve as the primary liaison between external stakeholders and the assigned refineries. Develop and manage a comprehensive public engagement and communications strategy in support of the company''s objectives. Maintain an understanding of Valero''s business operations, goals and objectives to help shape communications and engagement strategies. Build and manage relationships and engagement activities with community leaders, local elected officials, governmental agencies, and regulatory bodies on a variety of issues related to refinery operations and community outreach. Manage involvement and represents the company in community discussion forums such as Community Advisory Panels. Research, draft, and coordinate development of various communicaton materials, both printed and digital, including videos, social media content, website content, local media statements, and other printed publications, such as newsletters. Create talking points and presentations for refinery leadership. Develop, maintain, and exercise crisis communications plans and procedures, serving as Public Information Officer (PIO) in an emergency responss in collaboration with Corporate team. Oversee affairs and activities of local Valero Volunteer Councils. Review and recommend elected officials and candidates for VALPAC contributions. Leads special projects as defined by Plant Manager. Support and supervise Valero Volunteer engagements in the community Represent Valero on key boards, civic groups, and industry related associations. Advocate on behalf of Valero and company objectives. Prepare and oversee a detailed annual operating budget for local public affairs activities. Identify opportunities for new community investments, and/or develops innovative concepts to enhance reputation with community stakeholders that locally differentiates Valero in the Houston/ Galveston region. Manage all charitable contribution requests and distributions within the given market. Perform local public relations issue management related to a variety of areas, including environmental and social responsibility in coordination with refinery leadership and other internal leaders. Support internal communication efforts, including drafting, composing and illustrating internal news stories and publications for each site. Compose and type routine correspondence, memorandums, and reports. This position is salaried exempt status, which means you are not eligible for overtime pay.Qualifications Bachelor''s degree in Corporate Responsibility/Communications, Marketing, Public Relations or Government Affairs,or related field required. Professional fluency in Spanish required. 10 years of experience in communications, public affairs, community relations, or government relations required. Knowledge of the National Incident Management System (NIMS), previous experience serving as a Public Information Officer (PIO) in an emergency response preferred. Experience with NIMS IS-100, IS-200, IS-700, IS-800 preferred. Working knowledge of Adobe Creative Suite and Microsoft Office preferred. All successful candidates must be eligible to obtain a TWIC card (Transportation Worker Identification Credential).
