Position/Job Title: Financial Management/Budget Analyst Work Location: Arlington, VA Job Summary: Galapagos Federal Systems, LLC is looking for a Financial Management/Budget Analyst to provide expertise to the OUSD (P) Cyber oversight team. The position will require a broad range of expertise to fulfill the requirements for technical and oversight support services in the day-to-day operations of the Office of the Under Secretary of Defense for Policy. The objective of this position is to provide comprehensive services in areas such as the development and implementation of DoD Cyber Posture Review & Cyber Strategy implementation, analysis of military cyberspace activities and cyber mission force readiness, budgetary and programmatic oversight; analyses of offensive and defensive cyberspace operations; technology performance, acquisition, analyses, cybersecurity, control systems, cyber intelligence and cyber workforce management, as well as National Defense Authorization Act (NDAA)-directed cyberspace studies and analyses related to other DoD interest areas in various CONUS/OCONUS locations. Additionally, he/she interacts with government and contractor team personnel to provide subject matter expertise; identifies and resolves problems in a timely manner, gathers and analyzes information skillfully, develops alternative solutions; supervisor to program staff regarding operations; implements and provides guidance related to processes, policies, and oversees all tasks. Essential Duties and Responsibilities (Not listed in order of importance; other duties may be assigned):Mid-grade Budget/POM development experienceSupport PCA initiatives by leveraging knowledge of the Joint Capabilities Integration and Development System (JCIDS), the Defense Acquisition System (DAS), and the Planning, Programming, Budgeting and Execution (PPBE) processes.Support the development of applicable cyber strategy concepts and roadmap documents including DoD policy directives and instructions.Support execution of PCA responsibilities by providing analysis and integration services throughout the annual Program and Budget Review (PBR) process. Support Technical assessment of Budget and Program Element (PE) Level and Cyber Program Objective Memoranda (POM) development, including access and review of SNAPIT, ADVANA, and Budget Justification Books/Memos, Capability Programming Guidance (CPG).Analyze Combatant Command (COCOM) Integrated Priority Lists (IPLs) and Joint Staff Capability Gap Assessments to identify requirements impacting cyberspace capabilities and investments and provide recommendations to the appropriate PBR Focus Team.Using the results of analysis, coordinate the PCA annual PBR Focus Team Guidance to ensure a structured disciplined process for identification, review, integration, and justification of potential cyberspace. Issue nominations.Support PBR Focus Team integration activities during issue paper development, management review, integration, and final submission to Director, Cost Assessment and Program Evaluation (CAPE).Provide technical and analytics support to CYBERCOM''s Capabilities Integration and Development System (CCIDS), Command Acquisition Executive (CAE), capability development and acquisition processes, including technical assessment of capability documents (ICDs, CDDs, Capability Needs Statements). Education and/or Experience/Skills Required:Bachelor''s degree from accredited universityMinimum 15 years of combined Joint, Interagency, OSD, or Service experienceAbility to interface with senior level managementDemonstrated excellent verbal, interpersonal and written communication skillsDemonstrated ability to provide technical support and adviceMinimum 5 years of experience using communication skills, both written and oral, to include preparationof written products for senior leader (general officer/flag officer/senior executive service level).Preferred:Experience in OSD or Military Service components.A Master''s degree in a field directly related to business management, program management, or national security.Knowledge:Demonstrated knowledge of budget and POM development.Demonstrated knowledge of in PPBEDemonstrated knowledge of the CAPE processAbilities:Ability to organize, prioritize and meet deadlines.Capable of conveying complex information in a simplistic manner.Strong critical thinking and problem-solving skills.Strong self-starter requiring minimal supervision.Able to take proactive measures to prevent problems rather than reactive by nature.Strong verbal and written communication to effectively express concepts, plans, and proposals.Experience in preparing and presenting highly complex technical material or highly complex issues, or both, to non-specialists.Experience in assessing the political and institutional environment in which decisions are made and implemented.Demonstrated ability to exercise judgment in all phases of analysis -- ranging from sorting out the most important problems, to sifting evidence, and framing feasible options.Demonstrated ability to effectively express ideas orally and in writing, using appropriate language, organizing ideas, and marshaling facts in an objective manner.Demonstrated ability to work effectively under the pressure of tight time-frames and rigid deadlines.Draft and coordinate action packages and other correspondence related to your area of special operations policy and resources expertise for senior DoD leadership; coordinate, plan, and develop policies and initiatives appropriate for strategic guidance documents or DoD issuances such as directives or instructions.Security Clearance: DoD active security clearance may be required at a high-level security. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information. Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weigh up to thirty (30) pounds, as necessary.
