THOR Solutions is actively seeking a highly motivated Test and Evaluation / Combat Systems Engineer to support the United States Coast Guard (USCG) at the USCG HQ in Washington, D.C. The candidate will execute and manage technical support tasks for the Surface Acquisition Program Offices under CG-932 (National Security Cutter, Polar Security Cutter, Offshore Patrol Cutter). The candidate''s responsibilities may include (but are not limited to) performing, supporting, or supervising the following actions: Support the Test and Evaluation (T&E) and provide department, component, program and project level support for requirements verification planning and execution, from the development of Coast Guard guidance through the Major Systems Acquisition Manual to the deck-plate level execution of test procedures. Support with following tests and all necessary documents for each test: Test and Evaluation Master Plan (TEMP) Test and Evaluation Program Plan (TEPP) Test Evaluation Plan (TEP) Developmental Test & Evaluation (DT&E) Operational Test & Evaluation (OT&E) Concept of Operations (CONOPS) Capabilities Description Document (CDD) Operational Requirements Document (ORD) Communications Plan Implementation Plan Acquisition Decision Memorandum (ADM) Acquisition Program Baseline (APB) Mission Need Statement (MNS) System Threat Assessment (STA) Assessment and Authorization (A&A) / Cybersecurity (Information Assurance) Security Clearance Requirements: Must already possess an active or interim SECRET security clearance; OR, must be able to qualify for & obtain a SECRET security clearance. Required Education, Experience, Skills, and Abilities: A Bachelor''s Degree in Engineering from an ABET accredited university or college. In lieu of an acceptable Bachelor''s Degree, six (6) years of relevant work experience OR an Associate''s Degree plus four (4) years of relevant work experience may be substituted. This experience is in addition to any other identified experience requirements. At least fifteen (15) years of relevant work experience performing a T&E role for the US Navy or USCG. At least one (1) year of demonstrated experience with U.S. shipbuilding acquisitions. At least one (1) year of demonstrated experience supporting a U.S. major system acquisition program (DHS/USCG Level I, DoD ACAT I, or equivalent). Possess certifications to qualify for DoD CSWF 8570.1 IAT Level II or IAM Level I, such as Security+, Cloud+, etc. An ideal candidate will qualify for IAM Level III (CISSP, CISM, CCISO, GSLC) or be a Certified System Engineering Professional (CSEP). Proficient with CASE tools such as MEARS and DOORS. Experience in developing, reviewing and issuing formal revisions of Major Systems Acquisition Manual (MSAM)/DOD 5000 series program documents and non-major acquisition project documents including Shipbuilding Specifications. Proficient with Microsoft Office programs, including expertise with MS Word, PowerPoint, and Excel. Familiar with MS SharePoint and MS Teams. Excellent verbal and written communication and presentation skills. Excellent time management skills and the ability to multi-task and prioritize work.
